Winter Haven Commission Approves Vacating Right-of-Way of West Lake Eloise Drive for Harmony at Lake Eloise

To support the ongoing development of Harmony at Lake Eloise, the Winter Haven City Commission has vacated the right-of-way and public utility easement along West Lake Eloise Drive.
 
During their regular meeting on Mon., Dec. 8, city commissioners voted unanimously to approve three resolutions related to the roadway and development:
 

  • Vacating the public right-of-way for a section of West Lake Eloise Drive measuring 40 to 60 feet in width and extending approximately 3,300 feet in length.
  • Vacating the public utility easement for underground water and sewer lines located within that section.
  • Accepting improvements to a 33-acre plat designated for the Harmony at Lake Eloise development.These actions clear the way for infrastructure and property enhancements by the developer, Forestar (USA) Real Estate, that will facilitate the growth of the Harmony community.
     
    According to Senior Planner Chris Young, the developer had “envisioned a realignment of West Lake Eloise Drive to improve safety, increase the developable area east of the roadway, and improve the overall aesthetic.”
     
    “With the realignment of West Lake Eloise Drive now complete, Forestar is seeking to clean up old rights-of-way and easements to facilitate the ongoing development of their project,” he wrote.
     
    Located south of Lake Lulu and west of Lake Eloise, Harmony at Lake Eloise is a long-term, master-planned community. More than 1,000 units are planned to be constructed in phases over the course of ten years. Work officially began on the community with its groundbreaking in 2017.
