42 Arrests Made During An Undercover Investigation Focusing on Those Who Prey on Children

During January and February 2017, PCSO Computer Crimes detectives, PCSO Special Victims Response Team detectives, and PCSO Vice Unit detectives, working with the Department of Corrections Office of Probation and Parole, and the State Attorney’s Office (Brian Haas, 10th Judicial Circuit), made 42 total arrests during an undercover investigation focusing on those who prey on children.

Detectives served several search warrants and arrested 18 suspects who engage in the promotion, possession, and distribution of child pornography. They additionally obtained a warrant for a suspect, for possession of child pornography. Detectives also conducted proactive compliance checks on sex offenders, predators, and probationers whose violations stemmed from sex offenses. They arrested 21 suspects for failure to register, and VOP (failure to register).

42       Total Arrests Were Made & 1 Warrant Was Issued:

*       18 Suspects Were Arrested For Possession of Child Pornography

*       One Additional Possession of Child Pornography suspect is wanted and is at large – he has a warrant

*       21 Suspects Were Arrested For Failure to Comply with Sex Offender Registration and/or violating their probation

*       3 Others Were Arrested During The Operation (not child sex crimes)

Child Pornography Investigation: Detectives served search warrants and arrested 18 suspects who engage in the promotion, possession, and distribution of child pornography. One of these suspects is a woman.

Sex Offender & Predator Investigation: Detectives conducted proactive compliance checks on sex offenders, predators, and probationers whose violations stemmed from sex offenses (all but two were related to child sex offenses). They arrested 21 suspects (5 predators and 16 offenders) for failure to register violations, failure to comply with residency and registration requirements, and violation of probation. Most of the charges are related to the suspects not registering all Internet identifiers, such as social media accounts, Internet applications, and electronic mail addresses (These Internet Identifiers must be registered PRIOR to use).

*       A sexual offender is an individual who has been convicted of a qualifying sexual offense in Florida or another jurisdiction.

*       A sexual predator is an individual who has been convicted of a sexually violent offense as defined in Florida Statute 775.21 (which may include offenses from another jurisdiction) AND has a written court order designating the individual a sexual predator; OR An individual who is civilly committed under the Florida Jimmy Ryce Sexually Violent Predator Act AND has a written court order designating the individual as a sexual predator.

Of the 42 total people arrested & one warrant issued there are:

o       892 current criminal charges
o       216 previous felony charges
o       145 previous misdemeanor charges
o       361 TOTAL previous charges

On 02/12/2017 at approximately 0100 hours, (4) four subjects forcibly entered the Bartow Jewelry & Pawn located at 425 East Main Street in Bartow. After breaking in through the front door, the unidentified subjects began taking possession of firearms on display inside the store. After obtaining a number of long guns and several handguns, the subjects exited the store and fled from the area on foot.
Detectives are working to identify those involved. Still images from the surveillance video are included.
 
The Bartow Police Department is seeking assistance to identify the suspects involved. On February 13, at 6:57 p.m., the Lakeland Police Department responded to Boger Blvd in reference to a burglary. The victim reported coming home to find his house had been broken into and items were missing. In the distance down the road, he spotted someone walking away with two duffel bags and reported this to the police.

Officers responded into the area and located the suspect on Young Place carrying a large number of items. He was stopped and it was discovered that items he had in his possession had been taken from the victim’s residence.

The suspect was recently released from jail and has an extensive criminal history. The suspect was interviewed by the detectives and admitted to burglary. The suspect was identified as Branden Marbury, 33 years old. He was charged with Burglary, Grand Theft and Violation of Probation.

The Lake Wales Police Department is investigating a Retail Theft which occurred at Kohl’s, located at 2803 Ridge Way. Kohl’s Loss Prevention reported on January 27, 2017 at approximately 9:16pm the two suspects in this picture entered Kohl’s, concealed $226.00 worth of shoes and boys clothing, and then left the store without paying for the property. The suspects entered the black car in this photograph and left the area.

US Highway 98 Crash Update

Today, 02/13/2017, at approximately 2:10 p.m., Polk County Sheriff’s Office deputies responded to a crash on US 98 near Ernest Smith Blvd., Bartow. The Bartow Fire Department, Polk County Medic Units, Bartow Police, and Southwest District Patrol responded to the scene. Upon arrival Fire and Medic units declared the victim, 80-year-old Ralph Hightower of Lakeland deceased of apparent blunt force trauma. The passenger, 57-year-old Glenn Hamilton of Lakeland, received minor injuries and was transported to Bartow Regional Medical Center. He was treated for bruises/abrasions and released.

Physical evidence and witness statements indicate that a 2000 White Ford F150 Pick-up truck, was southbound on US 98 in the inside (left) lane. For unknown reasons at this time the driver, Ralph Hightower, drove off the roadway into the median. He overcorrected back toward the roadway, then back again toward the median. Mr. Hightower lost control at that point and the truck began to rotate counter-clockwise across the median. As it reached the center area of the median, the truck began to roll sideways at least once. Vehicle 1 came to final rest right side up and facing east. It was in the middle of the roadway blocking all three northbound lanes.

Both occupants were seat belted at the time of the crash. Impairment, excessive speed, and driver distraction are not suspected. Northbound US 98 was closed at the scene of the crash for approximately 3 hours. The southbound lanes were converted for traffic in both directions by the Florida Department of Transportation for the duration of the investigation.

Camera Thieves Have Been Identified & One Arrested – Police Seeking Joseph Romine

Shortly after the original media release and photographs of the theft suspects were distributed someone contacted Heartland Crime Stoppers providing information on both suspects. As a result of the Crime Stoppers tip Detective Metz received the suspects were identified as Beau Pike and Joseph Romine, both are Lake Wales residents. Pike was arrested on February 16 and he was booked into the Polk County Jail for Grand Theft. Detective Metz obtained an arrest warrant for Grand Theft on Romine and at this point he has not been able to locate him.

Lake Wales, Florida – On February 11, 2017 at approximately 8:30pm Wal-Mart Loss Prevention witnessed these two suspect select two Arlo HD Security Camera Systems, valued at $169.99 each, from the Electronics Department. The suspects then carried the camera systems to the Hardware Department where they removed the security devices from the packaging. The suspects then exited Wal-Mart, located at 2000 SR60 E, with the property and did not make an attempt to pay. The Loss Prevention Officer attempted to stop the suspects but they entered this silver SUV and fled the area.

On Feb 8, the man in these photos entered the Coin Laundry located at 1414 1st St N in Winter Haven. He attempted to break into the coin machine and when that failed, he kicked in a locked door that led to the area behind the dryers.
He then used a fire extinguisher to bash in the coin box of a dryer.
