 On January 23, 2018 a digital composite image of the person referred to as person of interest 2 was completed. This case remains an active investigation and there is no other information to release at this time. Eagle Ridge Mall Incident

LWPD Release:

 As the Eagle Ridge Mall investigation continues, we have determined there were only two devices which were ignited in the service corridor. These devices were not IEDs or pipe bombs but rather they were flares disguised with electrical tape. Bomb technicians indicated the devices were not constructed to detonate or explode. Based on the investigation it is believed the damage to the ceiling was caused by the suspect, not an explosion.

At this point in the investigation the motive of the suspect(s) has not been determined. There has been an overwhelming amount of support and assistance from all levels of law enforcement. We are working closely with these agencies to examine evidence, locate and review surveillance video, and follow up on all leads.

Persons of interest at this time are described as: 1) White male, middle aged, heavy/stocky build, wearing a grey shirt and grey hat. 2) Believed to be white male, 20 – 40 years of age, wearing a dark colored hat with a jacket, and light colored shirt.

There is no current indication of any terrorist connection to this crime. There have been no other items located at the Eagle Ridge Mall that have caused concern. The public is safe and the mall is open for business.

PCSO Seeking Public’s Help for Information on a Fatal Hit & Run

The PCSO Traffic Unit is investigating a fatal hit-and-run crash that occurred around 11:30 p.m. on Sunday, January 21, 2018, and is seeking the public’s help.

Preliminary information so far is as follows:

On January 21, 2018 at approximately 11:30 PM, the PCSO Emergency Communications Center (ECC) received a 911 call in reference to an adult male pedestrian who had been struck by a vehicle in front of International Market World, 1052 US Hwy 92 West in Auburndale. It appears the victim was struck by a vehicle in the westbound turn lane that turns into the Flea Market. The vehicle would have been traveling westbound.

The victim has been positively identified as 45-year-old Eduardo Sanchez of Dietz Road in Bartow.

“We’re hoping someone saw something in the area at the time this man was killed. No matter how insignificant you think something is, if you saw or heard something suspicious, please, please give us a call. Whomever killed this man needs to be identified and arrested.” – Grady Judd, Sheriff

UPDATE: Improvised Explosive Devices Found at Eagle Ridge Mall

UPDATE:  8:15 AM

It was determined there were 2, not 5 or 6, improvised explosive devices inside the service corridor. Both of the devices had been ignited. No other explosives were found in the backpack that was in the corridor.

The two improvised explosive devices are described as a type of flare, inside a pvc pipe, and then wrapped in electric tape.

It has not been determined how they were ignited. These two devices did minimal damage inside the corridor. No other devices have been located inside or outside the mall. There is nothing at this time to indicate this act was terrorism. Video surveillance is being reviewed for leads at this time.

UPDATE: Improvised Explosive Devices Found at Eagle Ridge Mall

On January 21, 2018, at 5:22pm the Lake Wales Fire Department responded to Eagle Ridge Mall, located at 451 Eagle Ridge Dr in Lake Wales, in reference to an alarm call. While enroute the call was changed to a structure fire. Once on scene the fire department located smoke coming from a corridor located next to the mall entrance of JCPenney.

The fire department discovered an improvised explosive device had been detonated in corridor. They also located a backpack in the same corridor with other possible improvised explosive devices in it. There were no injuries as a result of the explosion but there was damage to a drop ceiling and possibly to the corridor wall.

At 5:30pm the Lake Wales Police Department responded to begin a criminal investigation.

The mall has been evacuated. On scene assisting with the investigation is the Polk County Sheriff’s Office, the State Fire Marshall, and the Hillsborough Sheriff’s Office Bomb Squad.

Based on information provided by witnesses we are looking for a person of interest who is described as a middle-aged white male, heavy/stocky build, wearing a grey shirt and a grey hat.

Possible Bomb Threat Investigation Underway at Eagle Ridge Mall

We have reports of a suspicious packages placed throughout Eagle Ridge Mall, suspected to be homemade bombs.  Suspect was seen fleeing wearing a ski-mask.

The mall is currently being evacuated.

Please stay away from the area and check back here for updates as this situation unfolds.

 

Update: 6:13PM

Whitnesses on scene are stating they seen several suspisious packages around the mall. Attention was drawn to the situation after people heard something that sounded like firecrackers exploding.

The suspect was seen fleeing the scene wearing a ski mask.

 

UPDATE: Polk County Sheriff Deputy Involved Shooting

PCSO is investigating a domestic violence and deputy-involved shooting in Lake Wales this evening.


Preliminary information so far is as follows:

Around 8:00 a.m. on Saturday, January 20, 2018, PCSO received a call from 4235 Cottage Hill Street in Lake Wales in reference to an armed disturbance and domestic violence, during which 46-year-old Shannon Jason Cables (DOB 6/13/71) was threatening his wife, 45-year-old Shannon Dawn (not a typo – she has the same first name as the suspect), and 19-year-old daughter, Alexis, with various weapons. The caller told dispatchers so far he had injured one or both of the victims with a large diaper pin, a pool cue, and Mace spray. The victims fled to a neighbor’s home before calling law enforcement.

When deputies arrived on-scene, they set up a perimeter around the house and called for the suspect to come out. Eventually the deputies determined nobody was inside the home, and they initiated a canine track to search for the suspect. At the same time, detectives arrived to investigate the domestic violence, take statements from the victims, and escort them to the hospital to be treated for their injuries.

The PCSO K-9 team tracked in the wooded area around the home for approximately two hours, but did not locate the suspect. Detectives initiated an arrest warrant for the suspect, but already had probable cause to arrest him for domestic violence should they locate him before the warrant was signed.

Two detectives escorted both victims back home from the hospital, and they arrived around 2:15 p.m. Two patrol deputies were still at the home.

While both of the victims and the four deputies/detectives were inside the home, one of the victims saw the suspect through a window, approaching the rear of the home, holding an AR-15 and a shotgun. She alerted the deputies. One of the detectives came out of a side door of the home and ordered him to drop his firearms. The suspect pointed the AR-15 in the direction of the detective who was yelling at him to drop it, at which time a gunfight ensued. Another detective and patrol deputy also engaged the suspect from the area of the back door. Once the threat from the suspect was eliminated, the deputies rendered first aid, and summoned EMS to transport the suspect to Lake Wales Regional Medical Center, where he was declared deceased.

There are four ongoing investigations: A death investigation by the PCSO Bureau of Criminal Investigations; an internal investigation by the PCSO Administrative Investigations Unit; an autopsy by the Medical Examiner; and the State Attorney’s Office, who is on-scene and will also review all of these investigations once they are completed.

Shannon Cables has been in the Polk County Jail on three prior occasions: 1995 – fleeing to elude, resisting arrest; 2000 – boating under the influence; 2011 – grand theft, dealing in stolen property.

“In one week, two different suspects have chosen to shoot at our deputies. Our message is clear – if you point a gun at or shoot at a deputy sheriff, we will shoot back, until the threat is eliminated. We are grateful this evening that this suspect did not significantly injure or kill his wife or daughter, or shoot my deputies.” – Grady Judd, Sheriff

The Polk County Sheriff’s Office is investigating a deputy-involved shooting on Cottage Hill Road in Lake Wales. No deputies were injured. The adult male suspect who shot at deputies has been transported to Lake Wales Regional Medical Center with critical injuries.

UPDATE: Missing Teen Destiny Simmons Located safe and is Being Reunited with her Family

16 year-old Destiny Nesia Simmons has  been located safe and is being reuinted with her family.

Winter Haven Police need help in locating a 16 year-old runaway who got into a vehicle driven by an older man who is not known by family.

On 1-19-18 at approximately 3 p.m., 16 year-old Destiny Nesia Simmons ran away from her residence located at 5828 Royal Hills Cir in Winter Haven. She willingly got inside of a white vehicle driven by a black male approximately 50 to 60 years of age. Her 17 year-old brother ran after the vehicle and took the photo supplied.

Simmons was last seen wearing burgundy pants (pictured), white shirt with cheetah print and burgundy sleeves, and a white backpack with purple/turquois/green polka dots.

The subject driving the van is described as a black male, approximately 50 to 60 years of age, wearing a black du-rag, and a red/white/gray long sleeve shirt, with black and gray hair. A search of witnesses in the neighborhood revealed that the subject possibly speaks with a Haitian accent. The vehicle was described as a white van, unknown make, with a dent on the right passenger side.

“A 16 year-old girl may think she is knowledgeable enough to make decisions to go out on her own, but we all know that isn’t the case,” said Chief Charlie Bird. “This young girl got into a vehicle of someone that is unknown to family and we must find her immediately because his intentions may not be in her best interest.”

Anyone with information on the whereabouts of Simmons or who sees her is asked to call 9-1-1 immediately.

Suspect in Burglary in Witner Haven Home Identified and Arrested

53 year old Darryl Teal (DOB 1-23-64, Homeless) was positively identified after he was seen on video broadcast through the media and on social media. Police received numerous tips, including a family member and a Polk County Deputy who identified him.

Detectives started searching for Teal throughout the afternoon, ultimately locating him in Eloise in the area of 2nd St and Snively Ave riding a bike. Teal was wearing the same clothes that he had on in the video of the interior of the victim’s home. Teal was transported to the Winter Haven Police Department and when asked about the burglary, Teal refused to speak with detectives. At this time, it is unclear if Teal knew the victim.
“We want to thank the media and the public for making sure this video was sent out and shared so quickly,” said Chief Charlie Bird. “There is no doubt that everyone coming together to spread the video helped make a quick identification.”

Teal, who has an extensive criminal history was booked into the Polk County Jail this evening.

PCSO Detectives Arrest Three Juveniles for Armed Robbery of Uber Driver

PCSO Release:
Between Wednesday, January 17th, and Friday, January 19th, 2018, PCSO Robbery detectives arrested three teenagers and charged each with armed robbery (Felony Life), and conspiracy to commit armed robbery (F-2), for robbing an Uber driver in Winter Haven on January 14, 2018.
 
During the investigation, PCSO detectives spoke with a juvenile probation officer, who told them 15-year-old Felipe Fernandez was believed to be involved in robberies over the weekend in Bartow and Winter Haven. (Felipe is also the suspect identified and arrested this week by Bartow PD for an armed robbery and battery of an elderly person.)  
 
Felipe Fernandez was questioned by detectives with the Polk County Sheriff’s Office and Bartow PD, during which he admitted to the separate robberies being investigated by PCSO and BPD. 
 
Felipe’s confession led to the identification of additional suspects involved with this armed robbery, 15-year-old Jamion Bibbs of Lake Wales and 15-year-old Anthony Velez of Lakeland. 
 
Felipe also confessed to kicking in the door of a home on Lake Dexter Drive in unincorporated Winter Haven on January 14th, and committing an occupied burglary (see below excerpt from that affidavit) and was additionally charged with armed burglary (F-1), grand theft (F-3), and aggravated assault (F-3) by the PCSO detectives investigating that incident.
 
According to their affidavits, the victim, an Uber driver, was vacuuming out his car due to someone having been sick inside of it, around 3:25 a.m. that morning, at Ron’s Car Wash on Cypress Gardens Blvd in Winter Haven, when a burgundy Chevy Malibu pulled into the car wash, and two armed suspects got out. One of the suspects held a gun to the victim’s head and demanded money, while the other suspect pointed his gun at the victim from a distance and encouraged the first suspect to “blow his brains out.”
 
After robbing the victim of his cash, wallet, and personal belongings, the suspects fled the scene in their car. The victim followed them from a safe distance and eventually flagged down a passerby to use their phone and call law enforcement (his cell phone was stolen during the robbery). The victim described the two armed suspects as teenagers, one wearing a jacket and a bandanna covering his face, with light skin and curly hair, and one wearing a hoodie.
 
Detectives questioned Bibbs, who told detectives he was with Fernandez and Velez at the Shergill Hotel in Winter Haven (where Bibbs lives with his mother) during the evening hours of Saturday, January 13, 2018. The trio decided to go “driving around” when they saw the victim vacuuming his car. Fernandez drove the car, while Bibbs and Velez committed the armed robbery. The victim’s stolen cell phone was found in Bibbs’ bedroom.
 
Detectives arrested Velez at George Jenkins High School on Friday, January 19th. Detectives learned Velez was placed on probation on February 4, 2017, for grand theft auto, carrying a concealed firearm, arson, and possession of drug paraphernalia. He was additionally charged with delinquent in possession of a concealed firearm (F-2), and VOP (M-2).

Velez’s criminal history includes prior arrests for:
Battery on detention personnel, carrying concealed firearm, grand theft auto (several), corruption/threat against public servant, resisting arrest, arson, burglary, trespassing, petit theft, possession of marijuana and paraphernalia.
 
Fernandez’s criminal history includes prior arrests for:
Carrying concealed firearm, possession of firearm or ammo by convicted felon, battery on education employee, fraud, trespassing, criminal mischief, grand theft auto (several), vehicle burglary (several), petit theft (several), grand theft (several), possession of marijuana.

Bibbs’ criminal history includes prior arrests for:
Affray, disturbing the peace at a school function.
 
“These three boys, only 15 years of age, are already committing dangerous and violent crimes. It is our intent that they be charged as adults. We cannot allow the juvenile justice system to give them a slap on the wrist and release them back into society – they’ve demonstrated that they are committed to a life of violent crime, and the only good thing about this story is that they didn’t kill someone.” – Grady Judd, Sheriff 
 
 
FELIPE FERNANDEZ’S BURGLARY AFFIDAVIT:
 
On 01/14/2018 Detectives responded to Lake Dexter Circle in reference to a burglary of a residence. The victims advised that when they arrived at their residence they determined that the front door had been kicked in. They looked in the residence and observed a white male that they did not know in the living room of the residence. They then observed the subject to produce a hand gun and point it at them. They were in immediate fear for their safety and fled the residence jumping the fence in the back yard and fleeing to Cypress Gardens Blvd. The suspect was later identified as Felipe Christian Fernandez W/M 12/28/2002.

It was determined that two televisions, three laptops, one iPad, one pair of American Eagle pants, one pair of black Adidas shoes, a BB gun, and American Eagle VR goggles were missing from the residence. 


On 01/17/2018 while conducting a separate investigation Detectives were advised that PCSO Robbery Detective Escheu was in possession of property that was believed to be related to the burglary. Detective Escheu provided a picture of VR goggles and a BB gun. The victims viewed the property and advised that the property was theirs, stolen during the burglary. The property was recovered from Fernandez. 


Detectives made contact with Fernandez and conducted a post Miranda interview. Fernandez advised that he entered the residence with the intent to steal property that he could sell for some extra money. Fernandez advised that he took the VR goggles, the BB gun, and a pair of American Eagle pants. Fernandez advised that he was preparing to leave the residence after taking the property when the victims arrived home and saw him in the residence. Fernandez advised that he produced the BB gun and began to yell at the victims and told them to stop and that they better get out of the house. Fernandez advised that the victims were so scared that if he told them to get on their knees that they would have fallen immediately. Fernandez advised that he then fled the residence and went back to his hotel room. 


Based on the evidence recovered and the statements of the victims and suspect I find that probable cause exists to charge Fernandez with the afore mentioned charges.
