Domestic Violence Ends in Suspect Suicide Near Mulberry High School Causing Temporary Lockdown

For the second time in less than 14-hours, the Polk County Sheriff’s Office is investigating a suicide related to a domestic disturbance. Thursday morning, November 1, 2018, at around 7:30 A.M., children were arriving at Mulberry Senior High School, when the School Resource Deputy heard what sounded like a gunshot off campus.

The deputy immediately alerted the principal to place the school on lockdown, and ran toward the sound, where he saw a man and woman struggling with each other outside the residence on NE 4th Street in Mulberry. The deputy witnessed the man shoot himself.

48-year-old Julio Serrano Jr., from 1724 Mahaffey Circle in Lakeland, was pronounced dead at the scene. His ex-wife, 50-year-old Maria Millan, who resides at the Mulberry address, had minor injuries from the struggle.

According to Millan, she walked out of her house to go to work, when she was confronted by Serrano, who was armed with a .357 Magnum revolver. Serrano grabbed her, and the two struggled, causing Serrano to drop the gun. Millan said she picked up the gun and fired it into the air, hoping to get someone’s attention. Serrano regained control of the gun as a passing motorist stopped and asked if Millan needed help. Serrano then shot himself in the head.

“Domestic violence is a horrible crime, and what we have seen twice this week, are the unfortunate extreme results. If you are currently in a really bad or violent relationship, please, learn from this. There is help available.”- Grady Judd, Sheriff.

Mulberry Senior High School was placed on lockdown for a short time, until it was determined that the shooting was unrelated to the school.

Standoff in Lakeland Ended when Suspect Took His Own Life

***UPDATE TO STANDOFF IN LAKELAND (Polk County Sheriff’s Office Release)***

Two deputies from the Polk County Sheriff’s Office were shot at Thursday evening, November 1, 2018 shortly after 7:00 P.M. What followed was a three and a half hour standoff at the residence which ended when deputies entered the residence and found the suspect deceased from a self-inflicted gunshot wound.

Deputies initially responded to the scene following information from the Pinellas County Sheriff’s Office of a possible in-progress domestic disturbance at this location. Deputies were trying to make contact with the possible victims, 44-year-old Jennifer Manning and her 14-year-old son Shawn Manning.

Deputies stood at the doorway of the house talking to a man inside the residence through the door, and he refused to exit the residence.  The man told deputies at one point that he didn’t want to go back to jail. Shots were then fired at the deputies, narrowly missing them.  He shot about five times with a shotgun. The deputies took immediate cover, and set up a perimeter around the house.  Deputies said the final shot they heard was muffled, followed by a “thump.”

The PCSO SWAT unit then responded to the standoff.

While deputies tried to end the standoff peacefully, they also worked at trying to find Ms. Manning and her son Shawn, by pinging her phone.

At about 10:50 P.M., entry was made into the residence, and the suspect’s body was found.

Detectives learned early Friday morning that both Jennifer Manning and Shawn Manning were located elsewhere, safely.

“The shots went on either side of one of the deputies, narrowly missing both deputies. It was only by the Grace of God that these deputies were not hurt. We are very happy that our deputies are safe, and Jennifer and Shawn Manning are also safe.” – Grady
Judd, Sheriff.

PCSO was assisted by the State Fire Marshall’s Office, Hillsborough County Sheriff’s Office, and the Lakeland Police Department.

This is an ongoing investigation, and we expect to have more information available sometime Friday.

The Federal Brings The Fright With First Fright Night

by James Coulter

Boils and ghouls of drinking age were able to see something strange with a de-fright-ful evening of dance, cocktails, and costumes for the inaugural Fright Night at The Federal on Saturday evening.

For the price of admission, guests received a wristband that allowed them entry to the back room of the Federal Bar, where they could enjoy music, food, and drinks within a Halloween-themed enviroment. They even received a ticket for one free drink.

Before they could enter, however, they first had to brave their way through the cryptic walk and pass by creepy creatures of the night, including an undead zombie and a voodoo priestess.

Once safely inside, guests could enjoy the music provided by the evening’s DJ and either get freaky on the dance floor or sit back and relax with a spooky cocktail.

Later that evening, they could engorge themselves at the Midnight Wake Buffet with gory food such as bone-shaped breadsticks with blood-red marinara, finger-shaped hot dogs covered in bloody-red ketchup, and pulled-pork served on dinner rolls with barbecue sauce.

With everyone invited to dress up in their Halloween best, guests had the opportunity to enter a costume contest to see who wore the best.

Much Halloween fun was to be had that evening from the very start of the event at 8 p.m. all the way to early hours of the morning at 2 a.m.

Within the first hour of operation, the inaugural event managed to draw in more than 60 guests, with more than 54 presale tickets sold on-line prior to the event, explained Sonia Browning, Executive Assistant for Lakeland Volunteers in Medicine (LVIM).

“I don’t want to say that we are low on expectations, but with this being the first year, we knew we would have to play it up and see what we could do to get more,” she said.

Dressed as a scarecrow that evening, Browning enjoyed being able to see other guests in their costumes, as well as seeing many avoid being scared within the cryptic walk, she said.

“It is amazing with an amazing crowd,” she said.

Fright Night served as a fundraiser for LVIM, a local non-profit organization that helps meet the healthcare needs of the working poor within the county.

Kara Simm, the owner of The Federal Bar, who dressed as a handmaiden from “The Handmaiden’s Tale”, wanted to host a fundraiser for the organization, as she had volunteered for many of its events before.

Since there are few Halloween events within the Downtown Lakeland area, she decided that a Halloween event would be the most ideal fundraiser.

Helping with the cryptic walk was Joe Phillips of the Shallow Grave in Mulberry, who helped provide the props and actors.

Overall, the first event managed to attract quite a sizeable crowd for its inaugural year, and they expect it to get bigger and better in upcoming years, Simm said.

“We have definetly exceeded expectations, and we are looking forward to next year,” she said. “I definetly believe we will make this an annual event.”

Lake Eloise Celebrates Halloween Early With Spooktoberfest

by James Coulter

Halloween is right around the corner, yet children in Lake Eloise had the opportunity to dress up and collect candy early during the 4th Annual Spooktoberfest last Friday.

More than 500 children and their parents, dressed in their Halloween costumes, lined up at the Lake Eloise Resource Center so that they could collect candy from half a dozen vendors within the trick or treat village.

Aside from collecting candy, children and their parents also had the opportunity to obtain information about local services such as early child services and tutoring as provided by local organizations.

Once they were done trick or treating, they also had the opportunity to play several games including disc toss and ghost bowling outside in the parking area.

Inside the center, they could dance the night away within a glow-in-the-dark dance party by wearing glow-in-the-dark sticks within a black light-lit dance floor.

For the past four years, this annual event has allowed children within the Lake Eloise area of Winter Haven to enjoy early Halloween fun with free candy, live music, and fun games and other activities.

“This is exceeding expectations because it’s probably 500, over what we are normally at,” said Ashleigh Drake, Parks and Natural Resources Director at the Lake Eloise Resource Center.

Each and every year has seen a larger turnout, mostly from word-of-mouth and advertising through social media.

“We wanted to provide just good clean fun for the community,” she said. “I love that everybody is coming out from the community to have fun. I am glad everyone came out to have a good time.”

Half a dozen local organizations helped provide candy and free information about their services that evening through their vendor booths within the trick or treat village.

Sheila Bishop, Child Care Coordinator for the Early Learning Coalition of Polk County, attends local events such as this to help get the word out about her organization and the child care services they provide.

With many of the attendees that evening coming from low income families, such affordable services prove especially helpful. As such, being able to attend these events allows her to share these services with potential clients.

“We love working with the children and being able to help with the activities,” she said. “This is above expectations, [with] more people here than I thought.”

Many officers from the sheriff’s department attended to help pass out candy and to offer information about their services, as well as to inform children about Halloween safety.

Bianey Sanchez, Crime Prevention Specialist, loves being able to participate in events such as this, as it allows her and her fellow officers the opportunity to further protect and serve their community.

“We are here to get involved with the community,” she said. “I am so honored to be here…I like the involvement with the kids and families. Everything is great.”
