PCSO vice unit arrests four at county parks for lewd behavior 
On Tuesday, March 7, 2017, the PCSO Undercover Vice Unit conducted an operation at Saddle Creek Park and Gator Creek Preserve in unincorporated Polk County, in response to complaints about lewd activity. Four suspects were arrested and each were trespassed from all county parks.
 
77-year-old David Teal, of Polk City, exposed himself to a male undercover PCSO detective at Gator Creek Preserve. Teal was arrested and charged with one count indecent exposure and one count of offering to committing lewdness. Teal has a previous arrest for performing Lewdness 5 years ago in Virginia Beach. He was released from jail on $750.00 bond. 
 
56-year-old Kenneth Avila, of Dade City, exposed himself to a male undercover PCSO detective at Gator Creek Preserve. Avila was arrested and charged with one count indecent exposure and one count of offering to committing lewdness. He was booked into the county jail with a $750.00 bond.
 
45-year-old Roy Neal Campbell, of Winter Haven, solicited a male undercover PCSO detective to perform a lewd act, and grabbed the detective against (the detective’s) will at Saddle Creek Park. Campbell was arrested and charged with one count battery, one count offering to commit lewdness, one count possession of methamphetamine, and one count possession of drug paraphernalia (methamphetamine and drug paraphernalia was discovered in his car). He was booked into the county jail and is currently incarcerated.
 
71-year-old Rhonnie Osborne, of Winter Haven, solicited a male undercover PCSO detective to perform a lewd act, and grabbed the detective against (the detective’s) will at Saddle Creek Park. Osborne was arrested and charged with one count battery, one count soliciting lewdness, and one count trespassing in a county park(he had already been issued a trespass order from all county parks). He was booked into the county jail with a $1,250.00 bond.

Robbery Suspect Arrested
 
Lakeland, Fl. (March 8, 2017) – On March 7, 2017 at 6:44 p.m., the Lakeland Police Department responded to Save-A-Lot, 2021 George Jenkins in reference to a robbery that just occurred. The suspect, Shavenski Green, entered the store, reached over the counter as the clerk was assisting a customer and grabbed cash out of the register. Green then proceeded to walk quickly towards the store exit but stopped and unexpectedly sat down on a display stack of bottled water. Green then threw the money into the air and another employee attempted to retrieve the money but was pushed away. Green grabbed some money off the floor and fled the store.
 
Green then walked into the Subway store asking for water and “acting crazy” and threatened to kill the employees. Green was asked to leave and he did at which time he entered the CVS store. While in the CVS store, he got a coke and opened it without paying. Employees stated that Green was speaking loudly and belligerently. They described him as disheveled and possibly chemically impaired. Green left the store, returned grabbed several items of make-up, and left again without paying.
 
Officer Jeremy Williams spotted Green in the intersection of Wabash Avenue and George Jenkins Boulevard. Officer Williams stated Green sat down on the median and was not acting normal or answering any questions. Officer Williams stepped behind Green to keep him from getting up and wait for back-up officers at which time Green grabbed Williams leg and actively resisted arrest. Responding back-up officers arrived and assisted in taking Green into custody. During this time, Green was shot with an electronic control device to assist in taking him into custody. Once handcuffed, Green continued to resist by trying to turn over, screaming, and not complying with the officer’s commands. Officers used an agency issued rip hobble (restraint device) and placed it on Green’s legs, pursuant to agency policy, to prevent Green from kicking officers.
 
After Green was handcuffed and officers were searching his pockets, they noticed that Green had stopped breathing and was unresponsive. Officers immediately began life saving measures which included AED and the use of an CPR. Paramedics arrived and took custody of Green and transported him to Lakeland Regional Health. Green remains at LRH in stable condition.
 
Green has been charged with Robbery and Resisting Arrest with Violence. Detectives responded to the scene and interviewed witnesses which corroborated the officers’ statements. A video of the incident taken from the dashcam of a patrol car is being released showing Green actively resisting arrest and the life saving measures LPD officers initiated. 20 Felony Charges
34 Misdemeanor Charges

Aggravated Battery on a Police Officer / 3rd Degree Felony
Assault Battery on a Firefighter / 3rd Degree Felony
Resisting Officer with Violence / 3rd Degree Felony
Carrying a Concealed Weapon / 3rd Degree Family
Numerous Felony Drug Charges including:
Possession and Sale Cocaine
Possession of Controlled Substance without Prescription

City Manager Richard H. Sloan selects Gary W. Hester as Police Chief

Hester, Deputy County Manager for Public Safety of Polk County has accepted the Police Chief position of his hometown and will start May 15, 2017 at a salary of $105,000. Gary has more than 22 years of service at the command or executive leadership level and is known as a transformational leader, dedicated to helping organizations and individuals succeed. His proven track record in employee development, productivity, customer service, morale and organizational effectiveness will be instrumental in helping the Haines City Police Department be the benchmark for law enforcement excellence in Polk County and the State of Florida.
Gary W. Hester received his undergraduate education at Saint Leo University, receiving a Bachelor of Arts degree in Criminology and furthered his education with a Master of Science degree in Criminal Justice from the University of Alabama. Gary is a graduate of the Southern Police Institute, Police Executive Research Forum’s Senior Management Institute for Police and is a State of Florida Certified Public Manager.
Gary has served as the Chief of Staff for Polk County Sheriff’s Office, Police Chief for the City of Winter Haven and is currently serving as Deputy Manager overseeing Public Safety for the Polk County Board

UPDATE: Suicidal Winter Haven Man Led Police on Pursuit Which Ended In His Death

PCSO is on the scene of a traffic fatality on US Hwy 27 southbound, between Cypress Gdns Blvd and Thomspson Nursery Rd, between Winter Haven and Lake Wales.

Preliminary information : PCSO received a call in reference to a suicidal person in Winter Haven who, when deputies located him as he was sitting in his truck, he fled, ending up heading southbound on US Hwy 27.

While fleeing from deputies he intentionally slammed into two separate vehicles, sending at least one person to the hospital.

A deputy sheriff who is trained in and an agency instructor for the precision immobilization technique (PIT), utilized the maneuver on the truck to eliminate his threat on other drivers. When the deputy utilized the technique, the truck left the roadway, and began the roll. The driver was not seatbelted, and was ejected. He was airlifted to LRHMC, where he was pronounced deceased.

Suspect Wanted After Apparent Road Rage Incident At Lake Wales McDonald’s Parking Lot

Lake Wales, Florida – On Sunday, March 5, 2017, at approximately 1:52am, the pictured suspect and suspect vehicle drove aggressively in the parking lot at the McDonald’s on Hwy 60 East. While in the drive-thru, the suspect was spinning his tires causing smoke and aggressively approached the vehicle in front of him. The victim vehicle left the drive-thru and attempted to leave the parking lot when the suspect vehicle sped through the parking lot at a high rate of speed and intentionally struck the victim’s vehicle.

Police Pursuit Ends in Rollover Crash Caused by Suspect

Winter Haven, Florida – According to witnesses a police pursuit started in near Woodpoint & Lake Easy. The suspect drove onto Eastbound Dundee Rd and ended on Hwy 27 South near Cypress Gardens Blvd. The suspect vehicle crashed and the suspect is currently being medically evacuated by helicopter. It is believed that the suspect may have rammed a vehicle prior to crashing. It appears the pursuit started around 8:10am and ended 8:22am.

Robbery Suspect Who Stole Cash From Save-A-Lot Grocery Store Collapses After Arrest

Lakeland, Florida – On March 7th, at 6:44 p.m., the Lakeland Police Department was dispatched to the Save-a-Lot Grocery Store, 2024 George Jenkins Boulevard in reference to a robbery. A suspect had grabbed a handful of money from the register and fled on foot dropping money as he ran. The suspect was observed near the CVS store and officers attempted to take him into custody. The suspect then resisted arrest and the officers had to use force to take him into custody. During the arrest, officers noticed the suspect had difficulty breathing. Shortly after being on the ground, he reportedly became unresponsive. Officers immediately began life saving measures and notified EMS. The suspect was transported to Lakeland Regional Health and is in guarded condition.

A large police presence was in the area. And the roadway was closed for a substantial period of time.  This is an ongoing investigation and some details may change as the incident is investigated. Police have not released the suspects name.

Stolen Polaris Razor 1000

On March 5, 2017 at approximately 2:40am the Polaris Razor 1000 in these pictures was stolen from Sky Power Sports, located at 20769 Hwy 27. The suspects gained access to the Polaris by cutting through the business’ back fenced area. The Polaris Razor 1000 (side by side) has a customized 12” lift, is orange and black in color, and is valued at $30,000.00.
