BARTOW, Fla. (Sept. 24, 2017) –  In response to last week’s 6,022 resident calls concerning garbage, routine yard trash, bulk and recyclables still sitting at the curb, Polk County’s Waste & Recycling office officials met with Advanced Disposal and FCC Environmental  management teams. The group met to discuss the health concerns and safety issues of residents, and the immediate collection of these materials.

 Advanced Disposal and FCC Environmental will be functioning in an emergency capacity assisting residents with the removal of garbage, routine yard waste, bulk and recyclables. Residents must bag or containerize routine yard waste for collection until further notice.

Beginning Monday, Sept. 25, the two haulers will focus their efforts on the areas most reported as affected by non-collections:

 ·         South Lakeland

·         Davenport

·         Poinciana

·         Haines City

·         Lake Wales

“It is no longer about the non-performance of our current hauler, it is about the health and well-being of our County residents and their communities,” said Deputy County Manager, Bill Beasley

“ART & SOLE FOR THE CURE” REGISTRATION OPENS

 

Lake Wales, FL – Time is running short to guarantee a FREE event t-shirt for “Art & Sole for the Cure,” a breast cancer awareness event presented by Lake Wales Medical Center in partnership with the Lake Wales Arts Council.

Art & Sole for the Cure will be held on Friday, Oct. 20, 5 to 8 p.m. near the gazebo on Lake Wailes lake. The event will include an awareness walk, fun run, live music, food trucks, games and activities for the whole family, a decorated bra contest, survivor recognition, a luminaria ceremony, and more.

The event is free and open to the public, but advance online registration is required for event T-shirts. “We need to order T-shirt by October 6, so we really want people to go online and sign up before then,” said LWMC’s Maryemma Bachelder. “However, we will leave registration open right up until the date of the event because we want to include as many people as possible.”

Tickets will be sold for door prize drawings, and donations will be accepted. All proceeds benefit the Breast Cancer Research Foundation.

Suspect Arrested for Vehicle Burglaries in Lakeland

LAKELAND, FL  On Wednesday September 20, 2017 at approximately 3:57 a.m., the Lakeland Police Department was dispatched to Stanhope Avenue in reference to a burglary (motor vehicle) that just occurred. The victim advised that he was awoken by his car alarm going off. He stated that he and his wife went outside and noticed that the driver’s side door on his 2015 Toyota pickup was open. The wife’s vehicle, a 2006 Chevy Malibu had the car alarm going off. The victim stated that his wallet and some change was stolen from the vehicle. Nothing had been stolen from his wife’s vehicle.

Directly across the street on Stanhope Avenue, a dome light was on in a 2017 Chevy Equinox. It was later discovered that this vehicle had been left unlocked and 3 packs of Marboro Light 100’s had been stolen.

Officer Hammersla, who responded to the area one street west of the incident location, observed two subjects and when they observed his marked patrol car, one of the subjects fled on foot. The other subject, identified as Tyray Hayes, 24 years old of Lakeland, was detained. Officer Hammersla observed the pants pockets of Hayes bulged out. Hammersla located stolen property from Stanhope Avenue, two packs of Marlboro Light 100’s, a wallet from Beechwood Drive and a Bluetooth headset stolen from Beechwood Drive.

Detectives were called out to follow up on the burglaries and Hayes admitted to breaking into at least 14 vehicles, all of which had been left unlocked. Some of the victims could not be located while officers were on the scene and others did not want to prosecute. Detectives are still following up on the burglaries and additional charges are forthcoming. The second subject who fled was not located. Hayes was transported to the Polk County Jail and charged with 2cts of Burglary to a Motor Vehicle During a State of Emergency and 2 cts of Petit Theft. The area where the incidents occurred, street lights were not operable and the area was still affected by Hurricane Irma.

Warrants For Child Care Workers Seen Taunting Autistic Child on Video

Theses two Childcare Workers were Booked Into Polk County Jail After Turning Themselves In.

Kaderrica Smith and Alexus Henderson, the two childcare workers seen on a Snapchat video taunting and abusing an eight year-old Autistic boy have been booked into Polk County Jail after they turned themselves in.

Henderson, who was charged with Child Neglect has bonded out. Smith, who faces charges of Child Abuse and Battery is being held without bond. Smith will have first appearance today.

Winter Haven News Release:

A warrant for the arrest of two childcare workers has been issued after a video surfaces of them berating, taunting and throwing a backpack at an eight year-old Autistic child. The child did not require medical attention.

On 9-1-17, Winter Haven Police received information about a Snapchat video that had been posted showing 26 year-old Kaderrica Smith of Haines City and (then 19 year-old) Alexus Henderson of Dundee taunting, aggravating, yelling at and doing a leg sweep on a student at Our Children’s Academy (330 Ave C SE) in Winter Haven. The eight year-old boy, who was diagnosed with Autism, ADHD, ODD and severe outbursts, is seen and heard in the video crying and hiding underneath a table while Henderson and Smith continue to taunt him.

At one point, the child comes from under the table, runs around the room and attempts to run towards one of the workers when she grabs his arms and does a “leg sweep” causing the child to fall flat on his back. The video, which lasts approximately three minutes, shows the child reacting to the taunting in both a verbal and physical manner. At another point, one of the workers is shown throwing shoes and a backpack at the child while he is under a table.

An initial interview conducted with both Henderson and Smith revealed that they felt they were acting appropriately and they did nothing wrong. The facility immediately fired both Henderson and Smith and DCF placed a hold on their certifications so they could not be re-employed by any entity working with children while the investigation was being conducted. Due to the nature of the incident, an interview with the child by a DCF Child Protection Team member needed to be conducted to continue the investigation.

That interview was completed on 9-15-17 and it was determined that both Henderson and Smith committed criminal acts in dealing with the child. Multiple attempts to locate Henderson and Smith have been met with negative results, therefore warrants for their arrests have been obtained.

“These workers were supposed to be trained in how to handle children with behavioral issues,” said Chief Charlie Bird. “They are trained to deescalate situations, but that obviously did not happen.”

Kaderrica Smith is being charged with Battery and Child Neglect. Alexus Henderson is being charged with Child Neglect.

Polk County Public Schools Will Use Remaining Early Release Days to Make Up Storm Days

In consultation with the Polk Education Association, Polk County Public Schools will use its six remaining early release days for the 2017-2018 school year to make up instructional time lost due to Hurricane Irma.

“There will be no more early release days for students for the rest of the school year,” said Superintendent Jacqueline M. Byrd. “However, this will spare students, teachers and other employees from having to lose precious time during the holiday seasons, or extending the school year to make up instructional time. We feel this option is the best compromise to keep our students in class without giving up important time with loved ones.”

Polk County Homeless Man Struck & Killed By Train

LAKELAND, FL – On Tuesday, September 19, 2017 at approximately 6:55 p.m., the Lakeland Police Department responded to the CSX railroad tracks in the 800 block of Kathleen Road in reference to a subject that had been hit by a train. The train was traveling northbound parallel to Kathleen Road when the engineer and conductor observed the subject lying in the middle of the west most track. The train was unable to stop in time and the subject went underneath the train and suffered fatal injuries. The train was traveling at approximately 30 mph at the time.

Detectives and Crime Scene Technicians responded to the scene to investigate. The subject was identified by his fingerprints as Terrence G. Hall, 54 years old of Lakeland. His next-of-kin was notified in Winter Haven and they believed that he was homeless at the time.

Operation Blue Roof Comes To Polk County

Bartow, Florida –  The U.S. Army Corps of Engineers will be in Bartow starting Wednesday to provide no-cost temporary repairs for roofs damaged by Hurricane Irma.

 

Representatives from the Corps will be available from 8 a.m. to 6 p.m. starting tomorrow at the Bartow Municipal Airport, 5253 Airport Blvd. in Bartow.

 

Only primary residences with standard shingled roofs are eligible for the program. Metal roofs and mobile homes will be repaired as practical on a case-by-case basis. However, roofs with 50 percent or more structural damage are not eligible.

 

To get assistance, you must sign a form to allow Corps staff and contractors to access your property. Those forms can be filled out at the Bartow Airport location.

 

The program is free and there is never a charge for services. Also, please note the Corps staff does not call residents to sign up.

Dundee Man Charged With DUI After Hitting GA Sheriff Patrol Car During Hurricane Relief Effort

Polk County Sheriff’s Office deputies investigated a two-vehicle crash that occurred on Monday, September 18, 2017, at 10:58 p.m. One of the vehicles involved was a marked Georgia Sheriff’s patrol car which was part of a relief convoy heading to south Florida. The crash occurred on US Hwy 27 and Dundee Rd in Dundee. 28-year-old Nikolai Camarato of Dundee, the driver and lone occupant of the other vehicle, fled the scene but was located nearby. He was arrested for one count DUI (M-1), and one count of failure to give information at a crash (M-2).

The Floyd County Sheriff’s Office patrol car, driven by Deputy Miranda Sheppard, was stopped in the intersection with emergency lights on, blocking traffic for the southbound convoy. After the convoy cleared the intersection, Camarato, who was driving a 2009 tan Hyundai Sonata, entered the intersection going east, and struck the deputy’s car. There were no injuries.

Camarato was transported to the Polk County Jail and his BAC was 0.121 (legal limit is 0.08).

Camarato told deputies that he pulled into a nearby parking lot, and was going to call law enforcement, but then didn’t. He also said that he only had a couple of beers.

PCSO Detectives charge Clermont woman with fraud after using fake SAO letterhead

On Sunday, September 17, 2017, Polk County Sheriff’s Fraud detectives obtained a warrant for 46-year-old Cornesa Mobley of Clermont, charging her with:

  • 10 counts Use of Personal ID (F-3)
  • 8 counts Uttering False Instrument (F-3)
  • 7 counts Possession of Counterfeit Device (F-3)
  • 1 count Use of Public Record to Obtain Personal Info (F-1)
  • 1 count Use of Public Record to Commit Felony (F-3)
  • 1 count Obtain Property by Fraud (F-3)
  • 1 count Grand Theft (F-3)

She was arrested for the Polk County warrant on Monday, September 18, 2017, in Clermont, and booked into the Lake County Jail.

According to the affidavit, Mobley filled out a rental applications at IPG Realty in Polk County, to rent a Clermont home. IPG Realty conducted a background check with the information provided on the application (her SSN, DL number, and DOB), and found Mobley had poor credit, and a previous criminal arrest for check fraud. When confronted about the arrest, Mobley told IPG Realty that the previous arrest was an error, and provided them with a letter from the State Attorney’s Office 10th Judicial Circuit, bearing State Attorney Brian Haas’ name and a seal, claiming to exonerate her of the felony fraud charges.

Meanwhile, Mobley wrote three checks to IPG Realty, for two months’ worth of rent and a security deposit, totalling $4,500. All three checks were returned with a notation that the account on which they were written was not found. Mobley wrote three more checks, and another one (7 checks total) – all of which were also fraudulent.

During the PCSO investigation, detectives consulted with the SAO, who confirmed the letter she provided was fake.

Her criminal history includes 11 prior felonies, including grand theft, scheme to defraud, and fraudulent checks.

An excerpt from the affidavit is below, and is self-explanatory:

On 6/12/17, the suspect Cornesa Mobley, aka, Cornesa Gilliard, met with Stacey Ellison of IPG Realty in order to rent a home located at 17529 Placidity Avenue, Clermont, FL, 34714, located in Lake County. The meeting took place at the IPG Realty office located at 9550 West US Hwy 192, Clermont, FL 34714, located in Polk County. The suspect advised she wanted to rent the home and submitted a rental application.

On or about 6/16/17, Cornesa Mobley uttered three (3) checks to IPG Realty via Stacey Ellison. These checks are all fraudulent and contain a variety of fraudulent items. The checks were issued from Veterans Coalition of Florida, an organization that does not exist. The address associated with this false organization also does not exist. The routing number on these checks match the financial institution but the account number does not exist and has never existed. The name that signed the checks, “Paul (illegible last name)” is a false name as well, this is known because the organization does not exist. The total amount for the three (3) checks were $4500.00. The suspect forged these three (3) checks with the intent to defraud IPG Realty and by placing the fictitious organization of “Veterans Coalition of Florida” and the fictitious name “Paul” on the signature line. The suspect possessed and uttered these three (3) checks, which are deemed forged, published as true, knowing the same to be false and with the intent to defraud IPG Realty. The suspect possessed a counterfeit payment instrument and uttered them with the intent to defraud IPG Realty.

On or about 6/16/17, Cornesa Mobley, while discussing the rental application and concerns located on her background check, uttered a letter to Stacey Ellison thatappeared to be from the State Attorney’s Office which exonerated her from her previous felony charges. The top of the letter bears the Great Seal of Florida and has the text “Office of the State Attorney 10th Judicial Circuit State Attorney Brian Haas.” This letter is also ended with “Sincerely Randi DeGarcia.”

ASA Brad Copley analyzed this letter on 8/15/17 and determined that it was a fraudulent letter and that there is no Randi DeGarcia that works at the State Attorney’s Office. Additionally, the State Attorney’s Office utilizes their own seal and their letters do not appear in the format the suspect presented it in. Stacey Ellison believed the letter to be true and factual when the suspect uttered it. 

By uttering this fraudulent letter, the suspect willfully and without authorization, fraudulently used and possessed the personal name of Brian Haas with the intent to fraudulently use without permission. By uttering this fraudulent letter, the suspect willfully and fraudulently created the name “Randi DeGarcia” with the intent to fraudulently use and with the intent to commit fraud on another person. A letter from the State Attorney’s Office is classified as a public record and the amount of pecuniary benefit exceed $5000.00, therefore, the use of the above letter is enhanced to a felony of the first degree. Additionally, the criminal use of the above mentioned public letter was knowingly used to facilitate or further the commission of a felony.

On or about 7/12/17, the three (3) checks described above came back as not valid because the account was unable to be located.

On 7/17/17, three (3) additional checks were dropped off to IPG Realty by the suspect’s sister Kenya Mobley. These checks totaled $4500.00. These checks were also fraudulent and bared the same issues as listed in the first three (3) checks uttered. In addition to those issues, two false signatures were provided on each check uttered this time, this is known because the organization does not exist. The suspect forged these three (3) checks with the intent to defraud IPG Realty and by placing the fictitious organization of “Veterans Coalition of Florida” and “Sharon Middleton” and “Todd Harris” on the signature lines. The suspect possessed and uttered these three (3) checks, which are deemed forged, published as true, knowing the same to be false and with the intent to defraud IPG Realty. The suspect possessed a counterfeit payment instrument and uttered them with the intent to defraud IPG Realty.

On 7/19/17, the suspect possessed and uttered an additional check to IPG Realty via Stacey Ellison for the amount of $750.00 at 9550 West Us Hwy 192, Clermont, FL 34714. This check was also fraudulent and had an institution name that did not match the routing number. This check was a personal check and bared the same account number for the personal account as the above checks did that were supposed to be from Veterans Coalition of Florida. This check was in the name of “Chef Cornesa Mobley”. The suspect possessed a counterfeit payment instrument and uttered them with the intent to defraud IPG Realty.

The suspect committed the act of grand theft by depriving IPG Realty of funds amounting to $5250.00. This is a sum total of the checks submitted by the suspect Cornesa Mobley.

The suspect engaged in a scheme to defraud and obtained property with a value of less than $20,000, namely the use of the property located at 17529 Placidity Avenue, Clermont, FL 34714.
