Polk County Sheriff’s Office deputies charged 19-year-old Kevvon R. Oneal of Lakeland with Aggravated Fleeing to Elude, Grand Theft (Vehicle), and No Valid Driver’s License after he fled from deputies in a stolen car.
 
At approximately 10:50 pm, on Monday, March 14, 2016, a PCSO deputy was patrolling the area of Highway 98 and County Road 540A in Lakeland.  The deputy was stopped at a red light behind a 2005, red, four-door Toyota Corolla.  The PCSO deputy requested the tag number be checked for the vehicle and discovered the car was a vehicle stolen during an armed carjacking being investigated by the Lakeland Police Department (occurred February 27, 2016).
 
The PCSO deputy followed the vehicle north on Highway 98 until additional back up patrol units responded to assist when a traffic stop was made. During this time, the Corolla traveled at or below the posted speed limit and obeyed all traffic laws.  Upon the arrival of the PCSO helicopter and K-9 support, the deputy initiated a traffic stop near the intersection of Lake Hollingsworth Drive and Ingraham Avenue South in Lakeland at approximately 11:05 p.m. The driver of the stolen vehicle, Oneal, did not stop and the deputy began to pursue the stolen vehicle using lights and sirens.
 
The vehicle fled on Hollingsworth to Belmar to Florida Avenue north to George Jenkins Boulevard (west). As Oneal drove west on George Jenkins Boulevard the Corolla began driving in the east bound lane and lost control, left the roadway and crashed into a fenced property on Southern Mining and Lumber property located at 1508 George Jenkins Boulevard in Lakeland at approximately 11:07 p.m. The car flipped over as it left the roadway.
 
Oneal was located outside of the vehicle and was taken into custody without incident.  A passenger in the stolen Corolla, 17-year-old Efrem Allen of Lakeland, was also in the car during the incident. A fire started in the stolen Corolla -deputies extinguished the fire and removed Allen safely from the vehicle.
 
Both Oneal and Allen were transported to an area hospital for their injuries.  Allen was treated and released.  Oneal is in serious but stable condition with non-life threatening injuries. Upon release from the hospital, Oneal will be booked into the Polk County Jail.
 
Efrem Allen was arrested today and charged with Trespassing in a Conveyance.
 
Both Oneal and Allen have previous arrest histories in Polk County; Allen is a documented gang member.  Their criminal arrest histories appear below:

  1. In a large bowl, combine 1 cup flour, sugar, salt and yeast; stir well. Combine milk and butter in a small saucepan; heat until milk is warm and butter is softened but not melted.
  2. Gradually add the milk and butter to the flour mixture; stirring constantly. Add two eggs and 1/2 cup flour; beat well. Add the remaining flour, 1/2 cup at a time, stirring well after each addition. When the dough has pulled together, turn it out onto a lightly floured surface and knead until smooth and elastic, about 8 minutes.
  3. Lightly oil a large bowl, place the dough in the bowl and turn to coat with oil. Cover with a damp cloth and let rise in a warm place until doubled in volume, about 1 hour.
  4. Deflate the dough and turn it out onto a lightly floured surface. Divide the dough into two equal size rounds; cover and let rest for 10 minutes. Roll each round into a long roll about 36 inches long and 1 1/2 inches thick. Using the two long pieces of dough, form a loosely braided ring, leaving spaces for the five colored eggs. Seal the ends of the ring together and use your fingers to slide the eggs between the braids of dough.
  5. Preheat oven to 350 degrees F (175 degrees C). Place loaf on a buttered baking sheet and cover loosely with a damp towel. Place loaf in a warm place and let rise until doubled in bulk, about 45 minutes. Brush risen loaf with melted butter.
  6. Bake in preheated oven for 50 to 55 minutes, or until golden.

Purse Snatching At Eagle Ridge Mall

Lake Wales, Florida – On Sunday, March 13, 2016 in the afternoon the Lake Wales Police Department was dispatched to Dillard’s in reference to a robbery by sudden snatching.  The reporting person stated she exited the northwest section of Dillard’s and began walking to her vehicle, which was parked in the handicap parking space in front of the store’s northwest entrance/ exit doors.  While walking to her vehicle, she stated a medium complexion black male, wearing a polo shirt and shorts approached her.  She stated the male was in his early twenties, approximately 6’01 to 6’02 in height, and weighed roughly 200 hundred pounds.  She advised the male approached her and asked her “Is this the Eagle Ridge Mall?”, at which time she replied yes. She advised the male then snatched her purse from her shoulder causing the chain to break and fled on foot towards a gray or silver in color sport utility vehicle.  She advised the male entered the vehicle through the rear passenger’s door, at which time the vehicle fled westbound towards Eagle Ridge Drive and Highway 27.  She reported the vehicle was occupied by at least three occupants. Officers circulated the area, however were unable to locate the suspects or vehicle. This investigation is ongoing.

On Thursday, March 10, 2016, the PCSO Undercover Vice Unit conducted an operation at Lake Fannie Boat Ramp in unincorporated Winter Haven, in response to complaints about lewd activity. Two suspects were arrested.

83-year-old John Reynolds, of Haines City, solicited and performed a lewd act in front of an undercover PCSO detective. Reynolds was arrested and charged with one count Offering to Engage in Lewdness, and one count Trespassing in County Park After Warning. He was previously arrested in September 2014 at the same park for the same thing. He was released from jail on $750.00 bond.

51-year-old Andrew Carney of Winter Haven, exposed himself in the presence of an undercover PCSO detective. He was arrested for one count Indecent Exposure, and issued a permanent trespass from all Polk County parks. He told the detectives he is married. He does not have prior arrests in Polk County. He was released from jail on $500.00 bond.

Two Winter Haven Men Arrested in Connection with Multiple Fire Extinguisher Thefts

Two Winter Haven men have been arrested in connection with multiple fire extinguisher thefts from the Winter Haven Parking Garage, located at 220 Ave. A NW in Winter Haven. The most recent thefts were discovered on March 9, 2016 when four were taken from the boxes inside of the garage.

Twenty year-old Bray Alexander Woodard (DOB 4-22-95, Lake Shipp Dr., S) and 21 year-old Junior Frantz Abnert (DOB 12-19-94, Woodhill Ct., Winter Haven) have been arrested on grand theft charges of the fire extinguishers. At least ten fire extinguishers have been stolen with a total value of $2,000.
On March 11, 2016, Winter Haven Detectives obtained video from the parking garage that recorded the thefts of the four extinguishers on March 9. With a decent view of the truck used and a distinguishing sticker seen on the vehicle, Detectives were canvassing area neighborhoods when they located a truck with similar distinguishing sticker in the back window as seen on the truck that was captured in the video.

The truck, located on Lake Shipp Dr., S in Winter Haven was a red Ford Ranger.

As Detectives approached the front of the residence, a red fire extinguisher and a white powdery substance was visible in the bed of the truck along with a pile of leaves. Detectives made contact with Bray Alexander Woodard who, after being shown images from the video, stated that the vehicle seen in the images is his truck. Woodard, who stated he is a student at Polk State College studying for be a History teacher, told Detectives that the other person in the truck was Junior Frantz Abnert.

On March 13, 2016, Detectives contacted Abnert at his home and was interviewed. Abnert, who also stated he is a full-time student at Polk State College, was shows images from the parking garage and he confirmed he in fact was the person seen with Woodard in the video. He stated that after they took the fire extinguishers, they took them to a residence in Lakeland.
When Detectives questioned both Woodard and Abnert in regards to the fire extinguisher thefts in December 2015, Woodard told detectives he was a passenger in the vehicle seen in those photos and did take part in stealing a fire extinguisher. Abnert stated that he was in the back seat of the vehicle, but did not take a fire extinguisher.
Woodard was booked into the Polk County Jail on March 11, 2016 on two counts of Grand Theft. Abnert was booked into the Polk County Jail on March 13, 21016 on one count of Grand Theft.   The investigation continues to positively identify the driver of the vehicle from the December incident and whether the driver participated in the thefts.

Polk County Sheriff’s Office Homicide detectives are currently conducting a death investigation of a suspect who died at Bartow Regional Medical Center after being arrested for an Affray.  Deceased is 59-year-old Porfirio Hernandez-Grimaldo, DOB 09/15/1956, 601 Alberta Street, Auburndale. 
 
After receiving multiple calls reporting fights occurring at the “Florida Orange Center,” a local bar, located 1325 Combee Road, deputies were patrolling the area during the late evening hours of Saturday, March 12, 2016.  While patrolling, deputies observed two men fighting outside the establishment in the parking lot at approximately 1:52 am, on today’s date, Sunday, March 13, 2016. 
 
Deputies separated the two men, one of which was Hernandez-Grimaldo, and the other was 36-year-old Vigil Basilio, DOB 10/02/79, 24 Ave B, Auburndale.  During the arrest, Basilio told deputies he and Hernandez-Grimaldo were friends and he referred to Hernandez-Grimaldo by the nick-name “Pacas.”  At the time of the arrest, Hernandez-Grimaldo was very intoxicated.
 
No protective action was used during the incident and both men were arrested and charged with Affray and handcuffed.  Since both men were compliant and had calmed down from the earlier incident, they were both placed into the backseat of Deputy Andrew Goodlet’s marked PCSO patrol car at 3:19 am, and transported to the Central Booking facility in Bartow.  (Please note, due to the time change to Daylight Savings during the incident, the actual time from the initial call until the suspects were transported was 25 minutes.)
 
While traveling south on US Highway 98 in Bartow as they neared the Bartow Ford car dealership, Basilio complained that Hernandez-Grimaldo was leaning on him.  Deputy Goodlet observed Hernandez-Grimaldo leaning on Basilio but did not observe any signs of distress, instead Hernandez-Grimaldo appeared to have fallen asleep due to his intoxication.  Deputy Goodlet advised Basilio they would be arriving at the jail soon.
 
Deputy Goodlet arrived at the PCSO Central Booking facility at 3:36 am and drove inside the secured sally-port area. When Deputy Goodlet opened the back door to escort the two suspects inside, he found Hernandez-Grimaldo leaning over onto Basilio’s lap. 
 
At that time, Deputy Goodlet removed Basilio from the backseat and ensured Basilio was moved inside the booking area for processing.  Deputy Goodlet then turned his attention to Hernandez-Grimaldo and attempted to wake Hernandez-Grimaldo.  It was during attempts to wake him that Deputy Goodlet noticed Hernandez-Grimaldo stopped breathing.  Deputy Goodlet and PCSO detention staff, along with on-duty jail medical staff in the booking facility began life-saving measures.
 
Polk County Fire Rescue personnel responded at 3:53 am and transported Hernandez-Grimaldo to Bartow Regional Medical Center.  They arrived at BRMC at 4:15 am, and Hernandez-Gramaldo was pronounced deceased at 4:26 am.  Hospital staff found no obvious injuries on Hernandez-Gramaldo.  Cause and manner of death are pending the results of an autopsy.
 
Basilio has no previous arrest history.  Hernandez-Grimaldo has two previous DUI arrests, one in 1997 and a second arrest in 1999.
 
This is an ongoing death investigation. It is standard PCSO policy for mandated, independent investigations to be conducted when an inmate dies. The PCSO Administrative Investigations Section is conducting an internal review. The PCSO Bureau of Criminal Investigations is conducting the death investigation. The Polk County Medical Examiner will conduct the autopsy to determine the manner and cause of death. PCSO has notified the State Attorney’s Office about this investigation and will provide all investigative findings for a separate investigation conducted by the SAO.
