Lakeland Florida – The Lakeland Police Department is morning the sudden loss of Betty Aikens who has been with the department for nearly 30 years. Aikens was a supervisor in the 911 dispatch department. Aikens service to the community wasn’t only at the Lakeland Police Department. She started her service for the community way back in 1976 with the Polk County Clerk of Courts. She then took a position as a duty officer, dispatcher, with the Florida Highway Patrol before moving on to LPD.  Described by many as being beautiful and bubbly. Co-workers are extremely saddened by the loss.

Services have not yet been announced.

Lakeland, Floriada – According to reports from the Polk County Sheriff’s Office they received a call regarding an armed disturbance at a residence on Glen Meadow Drive, Lakeland around 11pm on July 8, 2016.

Allegedly Dillon Smith, DOB: 03/04/1992 went to the residence of an estranged girlfriend on Glen Meadow Drive. The couple had recently separated, three months prior, after being together for  7 years and having two children. According to reports, Smith forced his way into the residence, breaking a screen door, and attacked a male guest/victim of his former girlfriends. Smith allegedly battered the victim about the face and head. Smith then supposedly left the residence went to the victims truck and took out an axe from the bed. He then proceed to use the axe to cause damage to the victims truck.

The arrest affidavit states that Smith then went back towards the residence with axe in hand yelling at the occupants. At that time Smith did not make any threats to harm the former girlfriend or the victim. At this time the former girlfriend advised Smith that the law enforcement had been called and were on their way. Smith left the residence prior to deputies arriving.

On July 11, 2016 Smith was arrested by warrant and taken to Polk County Jail.

Edge began his service with the Lake Wales Police Department on November 8, 2012 and became partner and pal with Officer John Schwarze. Edge served with Officer Schwarze until his retirement on April 7, 2016 where he was able to remain at home with Officer Schwarze. Edge loved working, and he loved Officer Schwarze. L811 thank you for your service, love, and many stories. You are missed greatly. Rest in peace dear Brother.”

Polk County Sheriff’s Office detectives, working with Chief Medical Examiner of the 10th Judicial Circuit, Dr. Stephen Nelson, Dr. Michael Warrant of the C.A. Pound Human Identification Lab at the University of Florida, the University of North Texas, and the University of South Florida’s Art of Forensics’ artist, Maggie Florence, have identified the human remains found on March 23, 2015, in Loughman.
 
The decedent has been identified as Jessica Rousseau, W/F, DOB 8/28/1982.  It is believed Rousseau lived in the central Florida area since March 1999.  A permanent address is unknown.  Rousseau had an extensive criminal arrest history to include Battery, Prostitution, Resisting, Cocaine Sell, Larceny, Contempt of Court, Failure to Appear, Violation of Probation, and Solicit Another for Lewdness; the majority of her arrests occurred in Orange County.
 
Rousseau’s remains were located by a county maintenance worker at approximately 12:30 pm, on March 23, 2015, as he was mowing property located behind the Loughman Community Park, 6302 Old Kissimmee Road, Loughman.  The worker contacted the PCSO.
 
The only article of clothing near the remains was that of a pink hooded sweatshirt.  Detectives searched all missing person’s reports for the surrounding area, however, the search was unsuccessful. 
 
No trauma was noted during the autopsy and the remains were then sent to the C. A. Pound Human Identification Lab where it was determined the remains were that of a female in her mid to late 30s and who was approximately 5 foot 4 inches tall. 
 
Detectives again began searching missing person cases in the surrounding area narrowing the search to the aforementioned description; adult female – small stature. 
 
Samples of DNA were forwarded to the University of North Texas on July 27, 2015. 
 
On October 16, 2015, the University of South Florida hosted an Art of forensics event at the Tampa campus.  Using 3D printed images of the victim’s skull, (the images were generated by scanning victim’s skull) artist Maggie Florence sculpted a replica of what the Polk County victim may have looked like.
 
On June 27, 2016, the University of North Texas advised their DNA testing was complete and a match had been confirmed using the CODIS submission of a known offender registered with the Florida Department of Law Enforcement.  That match was Rousseau.
 
Detectives notified Rousseau’s two surviving sisters who told detectives neither had seen or talked to their sister in years.  Rousseau had lived a troubled life according to her sisters, but none of the information detectives learned helped determine how Rousseau came to be in Loughman, or what caused her death.
 
Polk County Sheriff’s Office detectives continue to seek the public’s help in answering questions about Rousseau.

Suspect Has No Remorse for His Victims After Getting Caught

On July 14, 2016 reports were made of a suspicious person walking in the area of Lake Ned were reported.   D/S Turley responded to the area and located the suspect who fit the description of the reported person.  D/S Turley conducted a consensual search of the subject and located a firearm. The suspect advised post Miranda Waiver that the firearm was stolen. Detective Mike Richards responded to the scene and assumed the investigation. Montenegro directed deputies to the residence that he burglarized a conveyance and recovered the firearm. Contact was made with the victim.  The victim did not know that he was the victim of a burglary but did confirm that the firearm was missing and gave a description of it and two boxes of ammo that were missing.

A post Miranda waived recorded interview was conducted with Montenegro and he advised that he stole the firearm from the vehicle and intended it to be used as a self-defense measure. Montenegro advised that the ammo for the gun was at his residence in his dresser. Consent to recover the ammo from his residence was obtained, and it was found without incident. Montenegro advised that he does not feel sorry for the victims as they have things that he does not.

Montenegro was charged with the listed offenses and transported to the Polk County Jail without incident. It should be noted that Montenegro has arrests as an adult and juvenile of Petit Retail Theft and Resisting a Merchant.

It should be noted that WHPD case 16-4462 regarding a burglary of a conveyance was solved and a suspect arrested with partial information obtained from Montenegro.

8 Year Old Child Killed In Polk City Accident Thursday Night

Polk City, Florida – The PCSO Traffic Unit is investigating a single-vehicle traffic fatality that occurred in Polk City last evening – preliminary information so far is as follows:

Around 9:50 p.m. on Thursday, July 14, 2016, a 2003 Hyundai Santa Fe being driven by 54-year-old Pedro Moncada of Greenpond Road in Polk City was traveling southbound on SR 33 (AKA Commonwealth Avenue) just north of the intersection with Greenpond Road in Polk City when, for unknown reasons, the vehicle left the roadway and slammed into a parked and unoccupied 2014 Freightliner semi tractor-trailer.

The semi was parked approximately four feet off the roadway, in the grass on the west side of the road. The Santa Fe rear-ended the trailer portion. There were no signs of braking and most of the damage was sustained on the passenger side of the vehicle.

Pedro’s 8-year-old son, Ivan, who was in the front passenger seat, was killed. Pedro was transported to LRHMC for minor injuries. Both parties were wearing seatbelts and both airbags deployed. They were the only occupants.

Deputies interviewed Pedro at the hospital, and it appears he either nodded off, or blacked out, causing him to lose control of the vehicle and crashing into the parked semi. He was completely cooperative with the investigation and his blood will be analyzed to determine if any intoxicants were involved.

The roadways in that area were closed for several hours during the investigation. The investigation is ongoing.

Winter Haven Police Responded to Report of Gunshots at The Florida Garden Motel

Today at approximately 9:35 a.m., Winter Haven Police responded to a reported gunshots at the Florida Garden Motel (2345 8th St Northwest, Winter Haven). When police and emergency medical personnel arrived, they found the victim inside of a room with a gunshot wound to the head. (We are not releasing any details of the victim at this time as next of kin is to be identified.) Preliminary investigations show that the gunshot was self-inflicted.

Emergency personnel began administering life-saving measures and the victim was airlifted to a local hospital.  Both southbound lanes of Hwy. 17 (8th St Northwest) were shut down for approximately 15 minutes while emergency vehicles were on scene.  All lanes are back open.
