Arrest Made In Hit & Run Death Of 74 Yr. Old Janice Joy

On Monday, October 17, 2016, the PCSO Traffic Unit arrested 37-year-old Jarvis Kendrick of 7513 Jessamine Drive in Lakeland for one count Leaving the Scene of a Crash Involving Death (F-1), and one count Tampering with Evidence (F-3), in the death of 74-year-old Janice Joy, who was hit and killed on the morning of October 6, 2016.

The following is an excerpt from the affidavit, and it is self-explanatory:

“On October 6th, 2016, at approximately 6:30 a.m., the victim, Janice Joy (W/F, DOB: 07/26/1942) was walking westbound on Duff Road in the eastbound travel lane near the south roadway edge. A dark in color pickup truck (later determined to be driven by Jarvis Kendrick) traveling eastbound on Duff Road struck the victim with the passenger side of the vehicle along with the passenger side mirror. This was observed by a witness, Joan Miller. The vehicle then fled the scene, after leaving behind a passenger side plastic mirror cover and broken pieces of mirror glass. The victim was later pronounced deceased at the scene of the crash.

Surveillance video was located confirming a dark in color pickup truck was involved in the hit and run. During the evidence search at the scene, a plastic cover from a passenger side mirror was located. This part was determined to fit Ford F-150s from 2004 to 2008. Information about the crash and the suspect vehicle was released to the media and posted on the PCSO Facebook page.

On October 13th, 2016, an anonymous tip was received indicating a subject by the name of Jarvis Kendrick owns a dark in color F-150 pickup truck and the truck hasn’t been seen since the incident.

Follow up investigation revealed Kendrick resides at 7513 Jessamine Drive, Lakeland, Florida, which is in the immediate area of the crash scene. A check of the Florida Driver and Vehicle Information Database revealed Kendrick owns a 2005 Gray in color Ford F-150 pickup truck, bearing Florida tag JB326J.

Contact was made with Kendrick’s employer, MidFlorida Credit Union, and it was learned that on October 6, 2016, Kendrick should have been traveling to Long Boat Key from the Lakeland area for a meeting that was scheduled to start at approximately 8:45 a.m.

An ATM surveillance video from the MidFlorida Bank located at Hwy 98 N and Duff Rd in Lakeland was located that showed Kendrick removed money from the bank at approximately 6:40am on October 6, while operating a dark in color Ford F-150.Also on the same date, video surveillance video from Longboat Key Golf Club located at 301 Gulf of Mexico Drive in Longboat Key showed Kendrick arrived in Longboat key at 08:34 hours and showed the truck he was operating was missing the passenger side mirror.

Further investigation revealed, on October 9th, at approximately 11:20 p.m., Kendrick reported a traffic crash to the Florida Highway Patrol where he alleged he went off of the roadway and impacted a road sign on I-4 eastbound just west of the McIntosh Road exit, in Plant City, Florida.  He alleged this resulted in an impact to the left break-away sign post to the center front of the Ford Pickup truck, and that this impact caused minor damage to the front center of the pickup truck, according to the report.

On October 10th, the suspect reported the crash on I-4 to his insurance company, and they confirmed the reported date of the crash was October 9th, and that the vehicle was located at the Jarrett-Scott Ford body shop in Plant City with repairs pending. Traffic Deputies made contact with the body shop at Jarret Scott Ford and they confirmed no repairs have been made, but the passenger side mirror was on the list of repairs needed after the reported crash on I-4.

Contact was made with FHP Trooper Edge (I.D. 3636) from Troop C who took the report from the traffic crash. Trooper Edge looked at photographs of the damage to the truck, and he advised the damage to the passenger side was not consistent with the pole strike, as the vehicle would not have come into contact with the right side of the pole and the pole would not have had the ability to remove the mirror in such a manner.

PCSO Traffic Deputies responded to the site of the FHP-reported crash. The crash scene was still in its original condition, and no repairs had been made. While canvasing the scene, no broken glass or mirrors were found from a possible damaged mirror. No evidence was found to suggest a mirror was left at the scene. Tire marks were located that indicated the truck went straight into the left pole, leaving no reasonable method for the passenger side of the truck to strike the right pole and cause damage to the passenger side of the truck. This crash is still under investigation by FHP.

PCSO Traffic Deputies obtained search warrants, and recovered the following:

Kendrick’s truck, upon which they are still conducting forensic examinations;
A TD Bank Drive thru video from October 5, 2016, at 12:10 p.m. (approximately 18 hours prior to the hit-and-run), which revealed the passenger side mirror to be present on the vehicle at that time;
A Sunpass recovered from the truck’s windshield – video from the toll plaza revealed the vehicle traveling through the I-4 connector to Selmon Expressway in Tampa, Florida, going through a toll plaza on October 7, 2016, at 4:37 a.m. (approximately 22 hours after the hit-and-run), and shows the vehicle clearly missing its passenger side mirror.

By the suspect unlawfully and intentionally fleeing the scene of the crash involving death without leaving information as required in F.S.S. 316.062 the suspect did commit the offense of leaving the scene of a traffic crash involving death. By the suspect removing the remainder of the passenger side mirror and delivering the vehicle used in the commission of this crime to a body shop in an attempt to repair it to cover up damage from the crash, the suspect unlawfully and intentionally tampered with physical evidence.”

Kendrick was taken into custody on the aforementioned charges, and booked into the Polk County Jail. The investigation is ongoing.

Nominations are being accepted for the 2017 inductees to Polk County Public Schools’ Hall of Fame.
Nominees should be individuals who attended a Polk County public school and made significant professional contributions in the arts, business, clergy, education, entertainment, government, law, military, media, medicine, science, sports or other fields. The nomination deadline is Wednesday, Feb. 1, 2017.
New members being inducted into the Hall of Fame will be announced in May. The 2017 inductees will be honored on June 2, along with valedictorians and salutatorians from each high school’s 2017 graduating class.

University of South Florida Scientists, Top Forensic Artists Aim to Help Solve 20 Cold Cases; PCSO Case Featured

TAMPA, Fla. (Oct. 13, 2016) – University of South Florida forensic anthropologists will team up with artists from across the country to help solve 20 missing and unidentified persons cases during a special workshop the week of Oct. 17, 2016.

As part of the second annual event, some of the best forensic artists in the U.S. will spend a week inside a lab on the USF campus creating clay reconstructions of the victim’s faces, aiming to raise awareness and generate new leads in each case.

The 20 cases include 12 from Florida, four from Pennsylvania, two from Kentucky, one from Missouri and one from Tennessee. New information in every case will also be presented. Last year’s inaugural event, which looked at nine cases, has already led to one person being identified – in July 2016, human remains that had been found in Polk County were positively identified as Jessica Rousseau.
This year, the Polk County Sheriff’s Office has another case that will be featured, and hopefully solved:
On January 18, 1993, an unidentified male was found was found deceased by apparent suicide (hanging) behind a business located on East H Street in Frostproof. It was estimated he had been deceased for 7-10 days when he was found. The victim is believed to be of mixed ancestry, with Caucasian and Hispanic heritage, and approximately 16-24 years of age. He stood approximately 5’3” tall and weighed 135-140 pounds. The victim had shoulder-length straight dark brown hair and was unshaven with a goatee. Sometime prior to his death he experienced trauma to his face, sustaining a broken nose, fractured teeth, and possibly a broken right cheekbone. One of his upper central teeth was missing, leaving a gap that would have been visibly noticeable. He was found clothed, wearing a long-sleeved light gray buttoned-up shirt, with both buttons and snaps on the front, gray Levi jeans (Size 30X30) and brown sneakers with yellow stripes (Size 7 1/2-8).
PCSO Detectives and PIOs will be available for interviews about this investigation and the clay reconstruction at the event on Friday, October 21, 2016.
Using the latest technology available, the work is led by the USF Institute for Forensic Anthropology & Applied Science (IFAAS), in conjunction with the National Center for Missing and Exploited Children (NCMEC), Sheriff’s Offices throughout the state of Florida and several other partners. IFAAS funding comes from the National Institute of Justice and private donations.

The forensic artists will create facial reconstructions from Oct. 17-21 in the lab of Dr. Erin Kimmerle, USF anthropologist and Director of IFAAS. Media is invited to document their progress from 2-3 p.m., Monday through Wednesday on the USF campus in the Sociology building (SOC), room number 21.

The final busts will be revealed on Friday, Oct. 21, at the “Art of Forensics: Solving Florida’s Cold Cases” event beginning at 10 a.m. at the Tampa Bay History Center, 801 Old Water Street, Tampa, FL 33602.

The completed busts, law enforcement representatives from some of the regions contributing the cold cases, artists and key speakers will all be present and available to the media at Friday’s event.

The idea for the event was conceived by forensic artist Joe Mullins, who has worked for NCMEC for the past 15 years. He has created countless age progression photos of missing children, as well as hundreds of skull reconstructions.  Mullins will lead the workshop in Kimmerle’s lab, and he will also speak on Friday.  NCMEC has exclusively partnered with Kimmerle at USF to teach forensic imaging to law enforcement since 2007, resulting in the training of more than 200 artists from a dozen counties.

In addition to creating the facial reconstructions, throughout the week Kimmerle and her team will perform skeletal analysis and chemical isotope testing in an effort to help identify the victims.  Several forensic scientists will also be there to share their expertise and conduct lab work for each case.

Mother & Daughter In Critical Condition After Being Struck By Vehicle In Dundee

The PCSO Traffic Unit is investigating a traffic crash in Dundee this morning, involving a car versus two pedestrians – an adult and a child.

Both victims, a mother and her daughter, have been transported to area hospitals, and are in critical condition.

Preliminary information so far is as follows:

Around 7:00 a.m. this morning, a red 2002 GMC Envoy being driven by 30-year-old Stephen Raisor of Dundee, was heading eastbound traveling to his home located on Weiberg Rd, when it struck two of four pedestrians who were walking side-by-side westbound, heading to the bus stop located at 8th Street North and Weiberg Road.

The pedestrians are:

41-year-old Consuelo Cristanos (mom),

7-year-old Esmeralda Garcia (daughter),

13-year-old Violeta Garcia (daughter),

Giovanni Ramirez-Diaz (small child of unknown age, being babysat by Consuelo).

Consuelo and her daughters also reside on Weiberg Road in Dundee. Consuelo and the children were walking Violeta to her bus stop for Dundee Ridge Middle School.

Consuelo and Esmeralda were in the roadway, while Violeta and Giovanni were in the grass alongside the road.

The driver said he was clearing condensation from his windshield and did not see Consuelo and Esmeralda until just before impact. After striking them, he and his wife got out of their car, called 9-1-1, and rendered aid.

Consuelo was airlifted to Osceola Regional Medical Center, and is in critical condition.

Esmeralda was airlifted to Lakeland Regional Health Medical Center, and is in critical condition.

The other pedestrians were not injured.

The roadway in the area was dark at the time of the crash. Speed and impairment do not appear to be factors. The investigation is ongoing.

Lake Wales, Florida – Lake Wales Police Department responded to the Lake Wales Wal-Mart in reference to a retail theft which had just occurred on Thursday October 13. Upon contact with Wal-Mart Loss Prevention (LP), Lake Wales Police learned the suspect had entered Wal-Mart and selected an IPHONE 7 cell phone clip on case. The suspect allegedly took the phone case out of its plastic container and clipped it on his pants. The suspect then attempted to exit the store passing all points of sale. The subject was confronted by Wal-Mart LP at which point he returned the cell phone case before fleeing the scene. LP noticed the subject had on a McDonalds hat and shirt. The subject was located at McDonalds (Hwy 60 east) at which time he was identified as Wildy Cesar. Cesar admitted to the theft. Cesar was arrested for retail theft and transported to the Polk County Jail.

Bartow, Fla. (October 17, 2016) — Ongoing resurfacing of West Christina Boulevard between South Florida Avenue (State Road 37) and Christina Lake Drive is expected keep West Christina Boulevard closed until Thursday. Resurfacing project is part of the new RaceTrac convenience store construction at the intersection of South Florida Avenue and West Christina Boulevard.  Traffic exiting the Christina community will be detoured along Christina Parkway to County Road 540A. Traffic entering the Christina community will be detoured along South Florida Avenue to CR 540A to Christina Parkway. Motorists are encouraged drive with caution and add time to trips through area.
