PCSO Traffic Unit Investigating Two Separate, Unrelated Pedestrian-Versus-Vehicle Crashes

Over the weekend, the PCSO Traffic Unit investigated two separate incidents in unincorporated Polk County involving pedestrians struck by vehicles.

Preliminary information so far is as follows:

Around 8:30 p.m. on Saturday, December 17, 2016, 13-year-old Armonta (male) Mills of Saint Paul Drive in Winter Haven was with his brother at the McDonald’s located at the intersection of Winter Lake Rd (AKA CR 540) and Spirit Lake Rd in Winter Haven when he ran across the road to go back home.

Armonta entered into the path of a 2002 gold Dodge Dakota pickup truck being driven eastbound on Winter Lake Road by 25-year-old Caleb Hile of 6th Street in Winter Haven. Hile attempted to avoid striking Armonta but was unable to do so. Armonta was flown to Tampa General Hospital with serious injuries, but is expected to recover.

There are no street lights in the area where Armonta ran across the roadway. There is a pedestrian crosswalk in the intersection of Winter Lake and Spirit Lake Road, which was not where Armonta decided to cross. Armonta’s brother told deputies he saw a car coming and stopped, while Armonta continued to run.

Caleb Hile stopped to render aid and call law enforcement, and remains cooperative with the investigation. Impairment on his part is not suspected. The investigation is ongoing.

Around 11:20 p.m. on Sunday, December 18, 2016, 22-year-old Robert McNeely of Elon Crescent Rd in Lakeland was crossing Broadway Avenue near Lakewood Court in Lakeland when he was struck by a 2009 Toyota Highlander being driven eastbound on Broadway by 28-year-old Danielle Bonin of Jere Circle in Lakeland. Bonin knew she hit something but did not immediately see what it was or realize that it was a person, and continued to her residence a quarter of a mile away before calling 9-1-1. She then turned around and returned to the area, looked around, and located the victim.

The victim was later declared deceased at Lakeland Regional Health Medical Center.

Bonin remains cooperative with the investigation. Impairment on her part does not appear to be a factor. The roadway in the area is not lit by streetlights and McNeely was wearing dark clothing.

The investigation is ongoing.

While you were sleeping, these three teenagers walked around the neighborhood, flipping car handles, seeing which cars were unlocked, and stealing stuff from those that were. One suspect was wearing a fishing hat and an Adidas sweatshirt; one was wearing a Buccaneers sweatshirt; and one was wearing a plain hoodie.

Winter Haven Shooting

Winter Haven, Florida – According to Jaime Brown, public information officer, the Winter Haven Police are investigating a shooting that occurred this morning.

Today at approximately 7:10 a.m., a man was shot as he opened the front door of his residence located at 628 Ave T NE in Winter Haven. The shooter fled and has not been located at this time.
The victim was transported to Lakeland Regional Health with serious injuries.

There is no more information available at this time. Further updates will be released as information becomes available

Lakeland, Florida – The Lakeland Police Department has arrested and charged a Lakeland man with kidnapping and raping a woman.

According to reports on 12/11/2016 at approximately 12:24am Lakeland Police Department officers were responded to a home in reference to a sexual battery. According to reports the victim was walking home from a friends house when the suspect, Chance Kessler 18, followed her home. The victim allegedly told the suspect to leave her alone. According to reports the suspect then pulled a handgun and threatened to kill the victim if she did not go up stairs to the balcony to perform a sexual act.

While on the balcony, the armed suspect allegedly forced the victim to perform oral sex on him.

Police arrived to find the suspect still at the victims residence and they apprehended and arrested him. The suspect was also in possession of a small amount of marijuana. The suspect was on probation for burglary.

Jury Finds Dylann Roof Guilty In Murder Of 9 Church Members In South Carolina

Jury convicts Dylann Roof in racially motivated slayings of 9 black church members in South Carolina.

A jury in Charleston, S.C., has found Dylann Roof guilty on all 33 counts of federal hate crimes he faced for murdering nine people and attempting to kill three others in the basement of a historically black church.

Federal prosecutors are seeking a death sentence. Roof has asked to represent himself in the penalty phase of the trial, which is scheduled to begin Jan. 3.

The guilt phase of the trial featured six days of testimony from 30 witnesses, including a recorded confession and excerpts from Roof’s journal, and painted a picture of a young man filled with racial hatred who spent months planning to murder black people.

Roof entered Emanuel African Methodist Episcopal church in downtown Charleston on the evening of June 17, 2015, and, for nearly an hour, sat among a dozen people at a bible study before opening fire during the worshippers’ final prayer.

Craig Sager Dies At 65

Craig Sager, the sartorially splendid sideline reporter for Turner Sports and one of the NBA’s most well-liked figures, died at age 65, ending a long battle with acute myeloid leukemia.

Turner president David Levy announced Sager’s death Thursday afternoon.

“Craig Sager was a beloved member of the Turner family for more than three decades and he has been a true inspiration to all of us,” Levy said in a statement. “There will never be another Craig Sager. His incredible talent, tireless work ethic and commitment to his craft took him all over the world covering sports.”

During a six-day-long undercover investigation from Thursday, December 8th through Tuesday, December 13th, 2016, focusing on those who advertise prostitution services in online ads and identifying victims of human trafficking, Polk County Sheriff’s undercover detectives, along with detectives from the Hardee County Sheriff’s Office, arrested a total of 114 suspects, and charged two additional suspects via warrant. During the investigation, female undercover detectives posted fictitious ads online, and male undercover detectives responded to ads posted online by others.
The types of suspects arrested were: those who responded to the ads posted by the undercover detectives, or “johns;” those who came to the undercover location to have sex for money, or “prostitutes;” two suspects who traveled to the undercover location to have sex with minors; and others associated with both types of suspects.
Of the 114 suspects arrested, PCSO detectives believe four are victims of human trafficking, and investigations are ongoing. Representatives from Peace River, Neighbor to Family, Porch Light, George Harris Youth Shelter, and Selah Freedom, are working with PCSO to provide help and resources to the victims.

We are thrilled that we arrested two men who prey upon children, preventing them from doing so. The suspects ranged in age from 17 – 64 years old.

  • 42-year-oldMatthew Phillips, PhD, of St. Cloud, FL, is the Director of Elementary Curriculum at the Osceola County School Board. He arrived at the undercover location to have sex with a prostitute. He is married. He was arrested and charged with Offer to Engage in Lewdness, and Battery (he grabbed the undercover detective against her will).
  • 50-year-oldMatthew Irvin of Oakland, FL, told detectives that he told his wife he was going out to buy Christmas presents for his children, but came to the undercover location instead, to have sex with a prostitute. He was arrested and charged with Offer to Engage in Lewdness.
  • 33-year-old Erik Hernandez of Kissimmee, FL, told detectives after he was arrested that he had hurt his back setting up for his 9-year-old daughter’s birthday party that same day, and that he came to the undercover location to get a massage. He answered an online ad and arrived at the undercover location to have sex with a prostitute. He was arrested and charged with Offer to Engage in Lewdness, and Battery.
  • 33-year-oldMichael Campanaro of Clermont, FL, identified himself as a corrections officer with the Federal Bureau of Prisons in Coleman, Florida. He was arrested and charged with Offer to Engage in Lewdness.
  • 44-year-oldSantos Rivera of Orlando, FL, told detectives he is a 20-year retired police officer from Puerto Rico. He was arrested and charged with Offer to Engage in Lewdness.
  • 40-year-old Michael Bonislawski of Davenport, FL, told detectives his pregnant wife was at home, and that their baby was due the same day he showed up to the undercover location. He was arrested and charged with Offer to Engage in Lewdness.
  • 22-year-old Nialoni Jackson of Avon Park, FL, arrived at the undercover location with a loaded handgun. She was arrested and charged with Solicit to Perform Lewdness, and Carrying Concealed Weapon.

Some of the prostitutes left their children with relatives while they drove to the undercover location. Two suspects traveled to the undercover location to have sex with who they thought were children. According to their affidavits:

  • 48-year-old Thomas Davis, of Massachusetts, began sending instant messages to an undercover detective posing as a 14-year-old girl online. During their online conversation, Davis solicited the “girl” to send him nude photos of herself, and sent her photos of himself, including nude photos. Davis then drove to the undercover location and was arrested and charged with Use of Computer To Seduce Child (F-3), Use of Two-Way Communication Device to Commit Felony (F-3), Traveling to Meet a Minor (F-2), Lewd Battery (F-2), and Transmission of Harmful Material to Minor (F-3). After his arrest, Davis admitted to detectives that he sent photos to who he believed was a 14-year-old girl, and came to the undercover location to have sex with her.
  • 33-year-old Oscar Gonzalez, of Haines City, began talking to an undercover detective posing as a 14-year-old boy on a social networking site, and then via text message. Gonzalez then drove to the undercover location and was arrested and charged with Use of Computer To Seduce Child (F-3), Use of Two-Way Communication Device to Commit Felony (F-3), Traveling to Meet a Minor (F-2), Lewd Battery (F-2), and Resisting Arrest (M-1). After his arrest, Gonzalez admitted to detectives that he believed he was talking to a 14-year-old boy, and came to the undercover location to have sex with him, and that his wife and children were living in Mexico. Oscar is in the country illegally, and PCSO has notified ICE of his arrest.

Of the 114 suspects arrested:

  • 50 were prostitutes
  • 51 were “johns,” or those who solicited to pay for prostitution
  • 11 others were arrested for related charges
  • 2 were arrested for traveling to meet a minor
  • 28 told detectives they were married
  • 5 told detectives they were on public assistance
  • 8 are Polk County residents
  • 15 were visiting Florida from another state

In all, detectives filed 25 felony charges and 138 misdemeanor charges against the 114 suspects.

Among the 114 suspects, there were a total of 244 previous felonies and 390 previous misdemeanor charges in their criminal histories.
Detectives obtained warrants for the following suspects:
29-year-old Travis Oneill Mays, who fled the scene after dropping off a prostitute. Mays currently has a warrant for his arrest for Contributing to the Delinquency of a Minor (the prostitute he drove to the scene is 17-years-old), Deriving Proceeds from Prostitution, Aggravated Battery, Aggravated Assault on LEO, and Resisting Arrest.
24-year-old Debraione Fulmore, who fled the scene after dropping off a prostitute (who is possibly a human trafficking victim). Fulmore currently has a warrant for his arrest Deriving Proceeds from Prostitution, and Resisting Arrest.

Fire Extinguisher Vandals Sought By Winter Haven PD

On December 11, 2016 at approximately 3:50 p.m., two males who appear to be juveniles are seen in the City of Winter Haven Parking Garage on the second level in the stairwell and near an elevator.

They remove a fire extinguisher and take it to another stairwell dropping it down to the bottom level of the parking garage within the stairwell.

There were no injuries, but the fire extinguisher was destroyed.

There appears to be a third juvenile who is the lookout.

Anyone with information on the identities of either of these suspects in the surveillance photos is asked to contact Detective Cooper at 863-401-2256.

Haines City Man Accused Of Sexual Battery and False Imprisonment For Allegedly Keeping Woman Locked In Room

Haines City, florida – A Haines City Man was arrested by the Polk County Sheriffs Office after a female victim alleges she was sexually battered and held against her will in a padlocked room for over a month.

On December 3rd, the Polk County Sheriffs Office was contacted by the victim, who had escaped during the night from the residence on Orchid Road and told police that she had been held in a locked room, sexually battered, stabbed in the leg and threatened with a gun by the suspect, Bertin Ocampo.

The victim stated that Ocampo would allegedly lock her in a room in the garage from approximately 5AM until 6PM daily and that when she was let out; she would have to stay with the suspect.

The victim had two black eyes from allegedly being struck by the suspect, visible bruises and two small puncture wounds on her left leg which recent and were allegedly caused by the suspect stabbing her with a small knife. The victim also stated that the suspect allegedly pointed a gun at her head and that she was if fear for her life.

While speaking about the sexual battery, the victim claimed the suspect forced her to have sex several times during the past month and that she saved the bloody bed sheet from the last assault.

During the victim’s interview, the victim told police that the room she was in also contained a blue safe which she alleged contained methamphetamine and cash and an AK-47 on the wall of the room. The victim stated that she would sometimes be given money from the safe to take upstairs to a third party and that the last time she carried approximately $15,000 cash to that person.

Law enforcement executed a search warrant for the residence on Orchid Road and made contact with three individuals, identified as 26 year old Ericka Dominguez, 22 year old Frank Gonzalez and 25 year old Juan Cortez Moreno who all consented to a search of the residence.

A search of the garage apartment revealed an AK-47 assault rifle, a semi-automatic pistol and a partial .22 caliber rifle. A safe in the garage apartment was search and a Tupperware container in the safe contained over 200 grams of a white crystallized substance that tested positive for methamphetamine.

A search of a downstairs bedroom in the main residence also contained a safe and contents of the safe contained an undisclosed large amount of US currency.

After the search was completed, suspect Bertin Ocampo was interviewed by investigators using a Spanish-speaking translator and admitted that the contents of both safes were his and were proceeds from drug sales. The suspect admitted that he purchases methamphetamine by the ounce and usually purchases approximately 4-8 ounces at a time to sell.

During the interview, Bertin Ocampo allegedly revealed that there was 5 ounces of methamphetamine still in his truck that had been towed and that is was located in the rear center console.

Investigators discovered a large amount of methamphetamine still in the truck, along with several small baggies containing smaller amounts for sale. Also recovered was a digital scale, a fully loaded Ruger .357 revolver and a Ruger semi-automatic pistol.

Suspect Bertin Ocampo was charged with 4 counts of sexual battery, Domestic Violence/Aggravated Battery w/ a Deadly Weapon, Domestic Violence/Battery Touching or Striking, Domestic Violence/False Imprisonment, Domestic Violence/Aggravated Assault W/O Intent, Failure to Appear for Driving while License Suspended or Revoked 2nd Conviction, Possession of a Vehicle Known to Traffic Drugs, Possession of Firearm During a Felony, Manufacturing w/ Intent to Sell, Possession of Drug Paraphernalia, Trafficking, and Possession of Cocaine.

A NEBBIA hold was place on the suspect as well, which is used by the courts to allow them to scrutinize any bond posted for the suspect to determine if any of the money used for the bond is legally obtained and not part of any drug money or other illegally obtained funds.
