Former Records Clerk Arrested for Child Abuse

On Tuesday, September 5, 2017, Polk County Sheriff’s Office deputies arrested a former PCSO records clerk for one count child abuse (F-3).
38-year-old Marianne Connolly was hired as a records specialist in October 1997. She resigned effective immediately upon her arrest – had she not resigned, she would have been terminated. Her most recent salary was $34,751.
According to the affidavit, Connolly picked up the victim from an after-school program in Lakeland, and drove him to the Tampa area. Meanwhile, the victim’s father was supposed to pick up the victim – when he arrived at the after-school program in Lakeland and found that Connolly had already picked the victim up, he called Connolly repeatedly but she would not answer. He then texted back and forth with the victim and located the victim on the “Find my Friends” phone app. The victim told him Connolly was driving erratically and not making sense. The victim also told his father that they had been in two crashes. When the victim’s father located Connolly driving back to Polk County and followed her, he called DCF and law enforcement. She tested positive for three different drugs, and was arrested – see below.
The following is an excerpt from Connolly’s affidavit, and is self-explanatory:
The victim’s father advised at 1837 hrs, he received a text message from the victim advising they were involved in an accident, but they were okay. The victim’s father said he then received another text from the victim at 1856 hrs advising they were involved in another accident.
Upon learning this information, the victim’s father got into his vehicle and started traveling towards Tampa while also calling law enforcement to report Ms. Connolly’s condition and that she was involved in two traffic crashes in less than an hour. The victim’s father said he continued to monitor the victim’s location by using the “Find Friends” app on his cell phone and noticed they were traveling back to Polk County on Interstate 4.
Eventually, the victim’s father found Ms. Connolly’s vehicle traveling east bound on the Polk Parkway. He was able to get behind Ms. Connolly and began following her. He stated he noticed Ms. Connolly was swerving all across the road. He said he called Ms. Connolly and when she answered he told her he was behind her and that he was going to meet her at her house. He advised Ms. Connolly suddenly turned off the Polk Parkway onto South Florida Avenue in Lakeland. He advised he believed Ms. Connolly was going to her parent’s house, so he called her father to report her current condition.
The victim’s father stated he drove to Ms. Connolly’s parent’s house and noticed Ms. Connolly’s car was parked outside. After a few minutes of talking with Ms. Connolly, he was able to get the victim in his truck and left back to his house. He stated a short time after he arrived at his house Ms. Connolly showed up demanding the victim be returned to her. He said he did not witness any further of Ms. Connolly’s erratic driving or behavior after he left Ms. Connolly’s parent’s house and returned home and she was not continuously observed driving her vehicle.
The victim’s father stated before Ms. Connolly arrived at his house he called the Polk County Sheriff’s Office and the Department of Children and Families to report Ms. Connolly’s actions and the danger she placed the victim in.
A Child Protection Investigator (CPI) and a Deputy Sheriff arrived at the victim’s father’s home and noticed a black BMW parked sideways and partially in the roadway of the driveway. The CPI noticed the driver’s side door was open and legs sticking out of the car. The CPI approached the vehicle and the female identified herself as Ms. Connolly. The CPI stated Ms. Connolly was slurring her speech and kept saying she wanted the victim back. The CPI advised Ms. Connolly was tripping over herself and appeared impaired, but she could not smell any alcohol. Ms. Connolly told the CPI and the deputy sheriff that she is prescribed Oxycodone, Morphine, and Xanax. The CPI asked Ms. Connolly if she would submit to a drug screen, which she agreed. Ms. Connolly tested positive for Oxycodone, Morphine, and Benzodiazepines.
The CPI conducted a screening with Ms. Connolly and the victim about this incident. The victim stated when Connolly picked him up from the after school program she told him they were going to Orlando to see her doctor. The victim stated Connolly did not go to Orlando and instead she went to Tampa. The victim said she was acting different and saying things that made no sense. The victim advised he was scared because of how she was acting and because they got in two car accidents.
During a post Miranda recorded interview with Ms. Connolly she admitted to taking one pill of morphine and one pill of oxycodone in the morning. Ms. Connolly later stated she took another oxycodone in the afternoon. Ms. Connolly gave several different reasons why she is prescribed these pain medications. During my interview with Ms. Connolly she struggled to remember what occurred earlier in the afternoon while she was driving her vehicle with the victim in the passenger seat. Ms. Connolly said she needed to go to her doctor’s office to get a prescription because she was scheduled for surgery on 09-07-17. I asked Ms. Connolly about the video the victim took of her inside the car and she did not remember acting that way.
Based off my investigation, I determined the defendant committed child abuse by operating a motor vehicle while impaired and after being involved in two separate motor vehicle crashes, thereby placing the victim in danger. Ms. Connolly was arrested and transported to the Polk County Jail without incident.
The City of Lake Wales has declared a local State of Emergency

The City of Lake Wales has declared a local State of Emergency. The EOC will partially open Saturday at 8am then open fully on Sunday 8am.
Lake Wales Fire Stations are out of sandbags but will hopefully get more tomorrow. Sand locations include the North Fire Station at 600 Chalet Suzanne Road, the basketball court at Lake Wailes Park, 499 E Park Avenue, and on 8th Street South behind the dog park.
Public & Lake Wales Charter Schools are closed Friday.
We ask all residents not to trim their trees at this late date as the debris will become dangerous in high winds. Some folks are doing this.

Emergency Shelters
Evacuation Policy
It is the policy of Emergency Management to recommend in-place shelter as the primary option during a disaster. For those unable to remain in place, especially those in mobile homes, the remaining choices should be considered in order of preference. Whichever of the following options is selected, it is advised that a 72-hour survival kit be assembled and ready, a course of action be planned, and that the plans be executed as soon as practicable before the disaster hits. The recommended options are:
- In-place Shelter – plan to remain in residence during the emergency, if possible.
- Evacuate to Friends or Relative Residence – if forced to evacuate, it is less traumatic for all concerned to be sheltered with familiar people, in more comfortable surroundings.
- Evacuate the Area – other people leaving this area or areas in the projected path of the storm will also be on the road; leave at least 48-72 hours before the storm is expected to strike.
- Evacuate to the Hotel/Motel – make arrangements early as rooms will fill quickly with other evacuees.
- Evacuate to a Public Shelter – please see the Public Shelter policy. To obtain a Polk County Public Shelter Map, visit Polk County Public Library or Publix Super Market near you.
Emergency Public Shelters
Not all public shelters are automatically activated for each emergency. They are opened as needed and are not pre-assigned by geographic area. During an emergency please monitor Polk County Government Television, other local television and radio stations for open shelter information. Have your 72-hour survival kit ready to take with you. Weapons and alcoholic beverages are not allowed at any public shelter.

Pet Friendly Shelter
Polk County has three pet-friendly shelters that allow residents who own pets to shelter with their pets. Pre-registration is strongly suggested to ensure you have a spot at the shelter and some limitations apply. Special Needs Shelter
A special needs shelter is an emergency facility capable of providing special medical or nursing care which does not necessitate an acute care hospital setting. Eligible persons desiring special needs sheltering should pre-register with Emergency Management. Registration information is available at the bottom of this page. A special needs shelter is a temporary emergency facility capable of providing care to residents whose medical condition may require the use of electrical equipment, oxygen, dialysis, or individuals with physical, cognitive, or medical conditions who may require assistance from medical professionals. Although special needs shelters provide more care than a general shelter, they do not provide the level of care found in a medical facility.

PCSO Deputy Sheriff and His Girlfriend Arrested for Battery Domestic Violence Against Each Other

On Monday, September 4, 2017, a PCSO Deputy Sheriff and his girlfriend, who got into a physical altercation with each other, were both arrested by PCSO for one count each battery – domestic violence (M-1).
40-year-old Russell Hilson was hired as a deputy sheriff in June 1998, and was most recently assigned to Northwest District patrol. He resigned effective immediately upon his arrest – had he not resigned, he would have been terminated. His most recent salary was $62,179.
30-year-old Brittany Lange, who lives with Hilson, was also arrested.

The following is an excerpt from Hilson’s affidavit, and is self-explanatory:
On 09/04/2017 at approximately 2026 hours deputies responded to REDACTED in reference to a battery. Patrol units were already on scene, and had separated both individuals involved. Once on scene deputies learned Brittany Lange (victim), and Russell Hilson (defendant) were involved in a verbal altercation which turned physical.
The victim could not recall exactly what started the altercation, but advised the defendant became angry and yelled at her. The victim stated she entered the kitchen, and threw a Tupperware container on the floor. The defendant then yelled at her to clean up the mess, and defendant then began to record the victim on phone.
At this point, the victim took the phone out of the defendant’s hand and hid it in her shirt, to prevent him from recording her. She then entered the bathroom with her young son, and locked the door. The victim stated the defendant punched a hole in the door, and was able to unlock the door. The victim stated the defendant then entered the bathroom, and began to punch and slap her in the face while trying to retrieve his phone. The victim gave the defendant his phone, and then they each called 911.
The victim had numerous bruises on her right side of her face, and all over her right arm. I observed the damage to the door, which appeared consistent with the victim’s statements. The victim advised the defendant’s actions were done intentionally and against her will. The victim and defendant have been dating for approximately nine months, and living together for the past several months. The victim and defendant have no children in common, but the relationship was intimate in nature, making this domestic violence.
The victim declined medical treatment and a domestic violence shelter.
Based on my investigation, to include the victim’s statements and injuries, I determined the defendant committed the crime of simple battery (domestic violence). The defendant has no prior battery convictions. The defendant was arrested and transported to the hospital for medical clearance, at his request, for back pain. Once cleared, the defendant was transported to the Polk County jail without incident.

The following is an excerpt from Lange’s affidavit, and is self-explanatory:
On 09/04/2017 at approximately 2026 hours deputies responded to REDACTED in reference to a battery. Patrol units were already on scene, and had separated both individuals involved. Once on scene deputies learned Brittany Lange (defendant), and Russell Hilson (victim) were involved in a verbal altercation which turned physical.
The victim advised he arrived home, and the defendant was lying on the couch. The victim heard something fall, and the victim asked the defendant what fell. The defendant stated it was her phone, but the victim did not believe her. The victim then saw Tupperware on the floor in the kitchen, and that the defendant had not cleaned up the mess. The defendant then began yelling, causing a disturbance. The victim went into his room, and laid on the bed. The victim advised then defendant then entered the room, and struck him on his crotch with her hand. The victim then began to photograph the house, and the “damage” the defendant caused to the house. The victim went back into his room, and the defendant struck him again. The victim began recording the defendant, at which point the defendant took the victim’s phone.
The defendant advised he went into the bathroom, and locked the door. The defendant then kicked the door, breaking it, and entered the bathroom. The defendant then struck the victim multiple times with her hands, all over his body. The victim and defendant fell into the tub and continued to struggle. The victim struck his head on the tub, at which point he pushed, and elbowed the defendant to get her off of him. The victim advised his actions towards the defendant were self-defense.
The victim advised the defendant’s action were done intentionally and against his will. The defendant and victim have been dating for approximately nine months, and living together for the past few months. The victim and defendant have no children in common, but the relationship was of intimate nature, making this domestic violence.
I observed a small laceration on the victim’s right arm. The victim requested medical treatment for back pain, and was transported by a Deputy to the Winter Haven Hospital. The victim declined a shelter.
Based on my investigation, to include the victim’s statements and injuries, I determined the defendant committed the crime of simple battery (domestic violence). The defendant has no prior battery convictions. The defendant was arrested and transported to the Polk County jail without incident.
Polk County Schools Sports Games Schedule Update

Polk County Public Schools sporting events are being rescheduled this week due to anticipated weather conditions from Hurricane Irma.
Junior varsity football games have been moved from Thursday to Wednesday. Varsity football games have been moved from Friday to Thursday. All football games will still take place at their originally scheduled times and venues.
All other sporting events (golf, cross country, volleyball and swimming) scheduled for Friday or Saturday have been postponed, and will be rescheduled for a later date. Please contact your school for updates.
