Winter Haven Man Arrested For Child Pornography, Drugs, & Child Neglect

Justin Moss

Winter Haven, Florida – On Wednesday, April 27, 2016, Polk County Sheriff’s Office undercover detectives arrested 35-year-old Justin Delain Moss of Winter Haven, charging him with three counts of Promotion of Child Pornography, Possession of Cannabis less than 20 grams, Possession of Drug Paraphernalia, and Negligent Child Abuse without Bodily Harm.

Polk County Sheriff’s Office undercover detectives received information that child pornography was being downloaded at a residence in the Queens Cove neighborhood near Winter Haven. Detectives executed a search warrant yesterday, Wednesday, April 27, 2016. When detectives arrived at the residence 4 adults and two young children ages 3 and 4 were located and an additional adult, Justin Moss, arrived during the execution of the search warrant.

Detectives discovered and removed eighteen cell phones, three tablets, and four pieces of external media, all of which will be examined for child pornography. During examination of a cell phone belonging to Justin Moss, three images depicting the sexual battery of 5-year-old females were discovered, leading to the child pornography charges.

During the search of the residence, detectives charged all five adults with possession of cannabis and drug paraphernaliadrugs and paraphernalia were found throughout the house, including in individual rooms used by the adults and in the common living area. 31-year-old Aleta Grace Moss was charged with Possession of Cannabis under 20 grams and Possession of Drug Paraphernalia. 23-year-old Jonathan Ronald Poole was charged with Possession of Cannabis under 20 grams and Possession of Drug Paraphernalia. 23-year-old Angelia Ann Poole was charged with Possession of Cannabis under 20 grams and Possession of Drug Paraphernalia. 23-year-old Todd Michael Gray, Jr was charged with Cultivation of Cannabis, Possession of Cannabis under 20 grams, and Possession of Drug Paraphernalia–detectives discovered two cannabis grow pods placed in a canning jar with water inside Gray’s bedroom closet. Gray admitted he was growing cannabis.

With all adults residing in the residence being arrested, the allegation of child pornography being downloaded at the residence, and drugs and paraphernalia in the home, the Department of Child and Families was notified and responded to the residence. Detectives determined none of the child pornography images were of the two children located in the residence.

Justin Moss was additionally charged with Negligent Child Abuse without Bodily Harm because of the young children in the home having access to drugs and guns. There were several containers and clear plastic baggies containing cannabis, parts of already smoked, hand rolled cannabis cigarettes inside the bedrooms, and multiple items of drug paraphernalia in the home. Cannabis and drug paraphernalia were located under a bed, and on a dresser, well within reach and specifically next to a bed where a 4 year-old child was found to be sleeping during the execution of the search warrant. A search of the closet inside Moss’ bedroom revealed nine (9) long guns (rifles and/or shotguns) and two (2) handguns. The guns were not secured in a gun safe and/or in a safe manner, and some of the long guns were easily accessible to children due to the fact they were stored on the closet floor. A number of pieces of ammunition for the guns were also located throughout the closet and throughout Moss’ bedroom. During a search of the residence’s enclosed garage, several smoked cannabis “roaches,” as well as approximately 10 grams of cannabis stored in a glass container and grinder (used to prepare cannabis to be smoked) were also located. Detectives located a scale (used to weigh cannabis), grinder and rolling papers in the garage.

The investigation is ongoing and other charges are possible.

Former Polk County Probation Officer Wanted For Conspiracy To Traffic Methamphetamine

William McDonald III 2

Press Release From PCSO:

Polk County Sheriff’s Office Detectives Seeking Former County Probation Officer 32-year-old William McDonald III for Conspiracy to Traffic in Methamphetamine and Other Charges

32-year-old William McDonald III of Lakeland is wanted for conspiracy to traffic Methamphetamine and other charges after he fled the scene of 5710 4th Street, SE in Highlands City during an investigation (and subsequent arrest) of 29-year-old Dustin Moyer of the same address. During a methamphetamine trafficking investigation of Moyer at the Highland City address, detectives observed a black Ford F250 (FL tag #700-8UA) work style truck pull up in the yard at the residence. Detectives pulled in behind the tuck with unmarked Sheriff’s Office vehicles with emergency lights activated and blocked the rear of the truck. Two people were immediately secured, Moyer, who was outside, and the truck’s passenger, Cleon Ellison (see information below). However the driver of the black truck, later identified as William McDonald III, accelerated at a high rate of speed driving through heavy vegetation and through a six foot high fence, drove towards two PCSO undercover vehicles, then accelerated at a high rate of speed towards U.S. Highway 98 South and fled the area. Deputies did not pursue the truck.

Several minutes later, the PCSO Communications Center advised a vehicle collision involving a black dually style pickup truck occurred at the intersection of SR 540A and Yarborough Lane. Deputies learned that a vehicle was struck (side swiped) on the passenger side by a black dually work style pickup truck, the same one that fled in Highlands City. There were no injuries or major damage as a result of the crash.

Detectives traced the black F250 to William McDonald III of Lakeland. Further investigation into William McDonald III revealed that he is a former Polk County Probation Officer, and was arrested in 2011 for scheming to defraud, grand theft, uttering a forgery and fourteen counts of official misconduct. He was sentenced to one year in county jail and is currently on probation until 2023.

An arrest warrant for McDonald has been issued for conspiracy to traffic methamphetamine over 200 grams, aggravated assault on a law enforcement officer, reckless driving with property damage, resisting an officer with violence and violation of probation. Detectives are actively seeking his whereabouts.

The original investigation regarding Dustin Moyer revealed that he was actively buying and selling large quantities of methamphetamine. Moyer has been arrested and charged with Trafficking in Methamphetamines Over 28 Grams (2 Counts), Conspiracy to Traffic Methamphetamine Over 200 Grams, Resisting With Violence, Possession of Cannabis With Intent to Sell Within 1000 Feet of a Church, and Possession of Drug Paraphernalia. Also arrested was 26 year old Cleon Ellison of Pahoke, Florida. Mr. Ellison was found to have multiple warrants including carrying a concealed firearm, possession of cannabis and no valid driver’s license out of Palm Beach County, Florida.

Three People In Custody After Using Craigslist to Commit a Robbery

trio

WINTER HAVEN – Three people are in custody after using Craigslist to gain the trust of the victim, ultimately robbing him of $300 cash and two cell phones.

On 4-26-16 at approximately 1:40 p.m., Winter Haven Police were called to the Royal Inn (3525 Lake Alfred Rd., Winter Haven) where the victim, 25 year-old Sedrick Ossie, Jr. was located. Ossie stated that he had just been robbed of more than $300 and two cell phones. Ossie knew one of the suspects, 31 year-old Brittany Nicole Anderson (DOB 11-18-84, 455 Marcum Rd., Lakeland) because of a recent Craigslist post.

The events unfolded like this:

Ossie saw a post on Craigslist that Anderson had recently placed on the site. The post stated that she (Anderson) was looking for a roommate as soon as possible. Ossie responded to the post and the two ultimately met in person on 4-25-16. After the initial meeting, Anderson left and Ossie went back to his motel room.

On 4-26-16, the pair spoke on the phone and Anderson agreed to meet Ossie at his room at the Royal Inn. After she arrived around 11 a.m., they left to go get food. Ossie told detectives that Anderson was texting on her phone quite a bit on the ride back to the motel. Once they got back to the motel, Anderson went into the restroom for approximately 10 minutes. When she came out, Ossie stated he went into the restroom to wash his face while Anderson went outside to her vehicle. When Ossie stepped out of the restroom a couple minutes later, 23 year-old Heather Dobson (DOB 8-11-92, 5810 Green Pond Rd., Polk City) and 24 year-old Codey Allen Harris (DOB 7-10-91, 584 ST Rd 559, Winter Haven) rushed into the room. Harris was pointing a black handgun at the victim while Dobson immediately sprayed Ossie in the face with pepper spray.

Ossie fell to the floor and Harris held him down with the gun at his neck while Dobson found Ossie’s pants where cash was located. She also took two phones from the dresser. At this point, Anderson appeared at the doorway of the room and yelled to Dobson and Harris, “come on guys, let’s go,” and the pair ran out of the room.

Ossie looked out of the window and saw Anderson drive off in her vehicle (white Mitsubishi) and the other two jumped into a maroon Chevy Impala. Both vehicles went south on Lake Alfred Rd.

Winter Haven Police put out a BOLO (Be on the Lookout) for the two vehicles and shortly afterwards, a Polk County Sheriff’s Deputy saw both vehicles travelling westbound on Hwy 92. The Deputy was able to see both drivers and verified the description of those who were at the Royal Inn where the robbery occurred. Ultimately, the Deputy caught up to the vehicles and the occupants at the Shell gas station at US 92 and Old Dixie Hwy.

The three were positively identified as the suspects in the robbery and were all taken into custody without incident. When Winter Haven Police detectives inventoried the vehicles, a black pellet gun (believed to be the gun held to the victim’s neck) was found in the passenger door of the Impala where Harris was seen sitting. Three hundred dollars in cash was found in the door of the white Mitsubishi that was being driven by Anderson along with pepper spray located inside of the console of her vehicle. A pair of black and white shorts belonging to the victim were also founding he back seat of Anderson’s vehicle.

All three were booked into the Polk County Jail for Robbery With A Firearm/Deadly Weapon (FL).

Anderson’s criminal history includes Possession of Prescription Drugs, Possession of Marijuana, Petit Theft, Trespassing, Failure to Appear and Violation of Probation.

Harris has been arrested for Possession of Marijuana and Battery.

Dobson’s criminal history consists of two arrests for Domestic Battery.
