A Winter Haven couple is facing Child Neglect and drug charges after a two children in their care were found in the home under deplorable conditions.

On 5-22-16 just before 1 a.m., Winter Haven Police officers responded to the SW area residence to investigate the tip of possible narcotics use and child neglect. When officers arrived, they found 26 year-old Ashley Barnett in the home with a two and four year-old who were in her care.

The horrific condition inside of the home caused immediate concerns for officers. The home, which did not have running water, had a strong pungent odor of rotten food and feces. Flies began swarming around officers as they attempted to check the conditions inside of the home.

The mattresses were completely covered in brown stains and none had any sheets. Trash littered the floors and bags of garbage were piled throughout the residence along with rotting food shoved into the corners. Brown smudges on the walls were determined to be feces smeared throughout the residence.

As officers surveyed the residence, several baggies with white residue identified as methamphetamine, glass pipes and a small butane torch were found on a bed. Additional drugs and paraphernalia were located inside of the laundry room.

The kitchen was strewn with rotting food with minimal edible food available. The bathroom toilet was full of feces and the bathtub held about two inches of water with dead and live roaches floating in the water. Barnett showed officers the only bit of fresh water in the home was in a gallon jug, which only had about a quart left inside.

Barnett was placed under arrest and when asked about her husband who also lives there, she stated he was out retrieving water, but had been gone for three hours. He was eventually located at another residence and placed under arrest.

The children are being cared for by a family member.

Ashley and Richard Barnett were both charged with Negligent Child Abuse w/o Bodily Harm (F3), Possession of Methamphetamine (F3) and Possession of Drug Paraphernalia. They were both booked into the Polk County Jail.

THERE’S NO SECOND CHANCE. BUCKLE UP EVERY TIME

THERE’S NO SECOND CHANCE. BUCKLE UP EVERY TIME.
~FHP Participates in National Click It or Ticket Enforcement Campaign ~
TALLAHASSEE, Fla. – This week, the Florida Highway Patrol (FHP) and its partners are participating in the national “Click It or Ticket” campaign that runs May 23 through June 5. Day or night, individuals should buckle up because there is often no second chance. Buckling up is critical in order to avoid unnecessary injuries and death.

Preliminarily in 2015, more than 43 percent of those who were killed in crashes in vehicles where seat belt use is required chose not to wear their seat belts. FHP reminds everyone that Florida law requires the use of seat belts by drivers, passengers in the front seat and all children under the age of 18 in a motor vehicle. The Florida Department of Highway Safety and Motor Vehicles is partnering with the Florida Sheriff’s Association, Florida Police Chief’s Association and the Florida Department of Transportation to spread the message statewide.
Additional information can be found on the Click It or Ticket Campaign page. Click here for 2013-2015 Unbelted Fatalities Statewide and 2015 Unbelted Fatalities by County. All 2015 data is preliminary as of May 18, 2016.

Mulberry, Florida – On Friday, May 20, 2016, PCSO Special Victims Unit detectives arrested 34-year-old Jason Argo of Valrico for three counts of Sexual Battery by Custodian on Victim Between 12 and 18 Years Old, for engaging in sexual activity with a female student who was 15 years old at the time. The illegal conduct occurred during the 2014-2015 school year at Mulberry High School, where he is a teacher, and at his home when he lived in Mulberry.

According to an arrest affidavit provided by the PCSO the suspect Argo admits to having oral sex 2 times in his class room. He also allegedly admits to having sexual intercourse at his former home in Mulberry, June 30, 2015, which is his birthday. According to the affidavit a recorded call between Argo and the victim was conducted and Argo advised he would be interested in having sex again with her in the future. When questioned about the investigation Argo allegedly said he was “weak”.

“We are always disgusted and appalled when anyone in a position of authority over a child uses that authority to groom and sexually abuse a child. Jason Argo also brags that he is a military veteran, which to me is even more reason to be disgusted and appalled by his behavior.” – Sheriff Grady Judd

According to the Polk County School Board, Argo has been an employee of Polk County Public Schools since August 16, 2010. He began his employment as an English teacher at Mulberry Middle. He became an English teacher at Mulberry High in July 2014.
