Polk County Sheriff’s Office detectives charge four in a statewide-organized cellphone theft targeting Walmart and Sam’s Club stores

Two arrested Wednesday and two at large

PCSO detectives arrested 36-year-old Edouard Fleurant of Kissimmee, and 28-year-old Carlos Milan of Kissimmee on Wednesday, June 7, 2017, charged with organized fraud (F1), conspiracy to commit fraud (F2), and criminal use of personal identification information (F2). Detectives have active warrants for 43-year-old Marvin Fleurant of Orlando, and 28-year-old Karla Jazmin Hernandez Romero of Kissimmee on the same charges. All four are responsible for a statewide organized cellphone theft targeting Walmart and Sam’s Club stores.

The cases are being prosecuted by the Attorney General’s Office of Statewide Prosecution, Pam Bondi, Attorney General.

The group has stolen and attempted to steal $125,948.14 of merchandise (cell phones) and promotional gift cards from Walmart and Sam’s Club. Of that total amount $64,263.74 was stolen, $59,834.40 was attempted to be stolen, and $1,850.00 was taken as promotional gift cards.

According to the affidavits, between April 21, 2016, and March 28, 2017, the suspects engaged in a systematic scheme to defraud Walmart and Sam’s Club. They stole merchandise (cell phones) and are responsible for stealing the identities of 63 victims from 13 different states. One of the 63 victims is from Polk County.

These suspects created official looking ID’s-driver’s licenses and state identification cards-comprised of information from the 63 identity theft victims – their name, address, DOB, and Social Security numbers. These suspects intentionally provided Walmart and/or Sam’s club with a fake identification in order to purchase a cellular phone and then later sold the phones. They would also call and cancel the cellphone contract so that the service was no longer linked to the phone, making the phone easier to sell. The suspects also signed up for Sam’s club memberships using the fake IDs.

The 169 statewide thefts occurred in 22 Florida counties: Okaloosa, Leon, Lake Marion, Hernando, Pinellas, Putnam, Volusia, Alachua, Orange, Osceola, Polk, Dade, Sarasota, Hillsborough, Pasco, Palm Beach, Brevard, Seminole, Indian River, St. Lucie, and Collier. Detectives have also discovered that thefts have also occurred by the same suspects in North Carolina, Virginia, and Mississippi. Law enforcement in those areas have been contacted.

Eight of the thefts for which they have been charged occurred in Polk County; Haines City Walmart (3 incidents), Winter Haven Walmart (four incidents), and North Lakeland Sam’s club (once).

Walmart and Sam’s Club are authorized dealers of AT&T, Verizon Wireless, and Sprint products and stock a variety of cell phones. If customers are interested in purchasing a cellphone with the companies listed above, they [customers] must provide a driver’s license or an identification card. After an ID is provided, Walmart and/or Sam’s Club conducts a credit check. A credit check will determine a deposit amount (if any) is needed to purchase the phone, which the suspects paid for. The suspects would also pay taxes, if any.

Detectives worked with Walmart loss prevention staff to track down suspects, acquire photos of the suspects at the time of the transaction, and identify victims of the scheme.

Listed below are thefts by each suspect:

Marvin Fleurant was involved in 77 incidents and the theft of 149 cellular phones. Detectives have identified Fleurant as the leader of this scheme and he was able to fraudulently obtain the victims’ information. He opened 7 different Sam’s Club Membership cards under 7 false names. He was previously arrested by the Okaloosa County Sheriff’s Office on March 28, 2017, and posted a $30,000 bond.

Edouard Fleurant was involved in 12 incidents and the theft of 28 cellular phones. He was used as a “look out” person and often was the driver.

Karla Hernandez was involved in 11 incidents and the theft of 25 cellular phones. She was previously arrested by Okaloosa County on March 28, 2017, and posted two $500.00 bonds.

Carlos Milan was involved in 6 incidents and the theft of 22 cellular phones.

“These criminals travelled all over Florida to steal from Walmart and Sam’s stores. Here is our promise: if somebody steals from stores in Polk County, and we catch them, they are going to jail. These identity theft victims will have lingering negative effects on their credit scores and it will take months to clear up their accounts. PCSO Deputies Arrest Lakeland Woman Stealing Donated Clothes from Catholic Church – Caught on Surveillance

On June 7, 2017, PCSO deputies arrested 54-year-old Annie Southerland of Lakeland for burglary and grand theft after she was caught on video surveillance stealing donated clothes from Saint Anthony Catholic Church, 820 Marcum Road in unincorporated Lakeland.

Southerland drove around to the back of the church on May 14th and on June 3rd, took bags of donated clothing from the donation box, and loaded them into her white Ford Taurus.

When the church discovered the thefts and contacted PCSO, detectives watched the two videos, and ran the partial handicapped tag number seen in the video. With that information they were able to positively identify Southerland, who subsequently confessed to stealing the items. She told detectives she couldn’t afford to buy clothing.

She was booked into the Polk County Jail where she is being held on $1,500 bond.

Her criminal history includes arrests in the 1980s and 1990s for meth and marijuana.

Bartow, Fla. Thanks to recent rains, the Polk County burn ban will be repealed Friday, June 9th. The Polk County fire chief declared a burn ban March 31 due to dangerous fire conditions throughout the county.
Less than 50 percent of Polk County is averaging over 500 on the Keetch-Byram Drought Index (KBDI). The KBDI index is used as an indicator to determine the likelihood and severity of brush fires. The scale begins at zero, which is no danger and rises to 800, which is extreme danger. As a rule of thumb, fire officials become concerned any time the scale goes above 500 for 50 percent of the county.
The burn ban can be reinstated if conditions get dry once again.
The repeal means residents in all unincorporated Polk and municipalities are allowed to burn yard debris, campfires, bonfires and construction debris.

On 5-29-17 at approximately 7:40 p.m., the two females in this video enter Walmart (7450 Cypress Gardens Blvd) when the female in the pink dress selects a Hello Kitty kids chair . She proceeds out of the doors, gets a shopping cart and heads back in. She then proceeds to select various items to include numerous cell phone cases, charcoal, lighters and a min-fridge.

She then pushes the cart right out of the doors without any attempt to pay for the merchandise. The second female follows closely behind and they are seen leaving in a white four-door sedan.

Winter Haven Police Working Bank Robbery At Chase Bank On 6th St. NW

Suspect Wanted In Winter Haven Bank Robbery

Winter Haven, Florida – Winter Haven Police need the public’s help in identifying an armed robber who terrorized a bank teller today. Clear images of the suspect are seen prior to the robbery.
He entered the bank approximately 10 minutes prior to the robbery in order to survey his target. (Images are extremely clear and the suspect is shown in the bank prior to putting on a disguise.) **Please note we are only able to obtain still images at this time, but they are clear and are good quality for broadcast. ** Any consideration to expedite this alert is appreciated.
On 6-6-17 at approximately 4:50 p.m., an armed suspect entered the Chase Bank located at 1350 6th St NW in Winter Haven. He approached the teller line and told a teller, “Give me all the money… and don’t push the alarm or I’ll shoot you.” Fearing for her life, the teller complied with his demands placing money inside of a plastic bag he supplied. The suspect then ordered the teller at gunpoint to turn around and face the wall, which she did. Thankfully, nobody was physically injured during the encounter with the robber.

The suspect then left the bank and video from surrounding businesses show him entering a white four-door vehicle headed northbound towards Ave M NW.

Earlier at approximately 4:40 p.m., the same man is seen in surveillance video inside of the bank. He lingers and even drinks a cup of coffee. (see images attached) The images captured show a clear view of his face. The clothing seen in these images is identical of those the armed robber is wearing a short while later.

When the suspect came back to commit the robbery, he is obviously wearing a fake beard, however has the same dark jacket on. Images of the suspect prior to the robbery show the same jeans, shoes and jacket worn during the robbery. Please take note of the shoes and jacket the suspect is wearing, which are the same as the man who entered earlier.

PCSO Investigating a Deputy-Involved Shooting Resulting in the Death of a Winter Haven Man

The Polk County Sheriff’s Office is investigating a deputy-involved shooting in unincorporated Polk County near Lake Wales that occurred Monday, June 5, 2017. The suspect, 34-year-old Quentin Louis Case of Winter Haven is deceased. No deputies were injured.  This incident occurred after a deputy attempted a traffic stop.

Case had active Polk County warrants for violation of probation stemming from an aggravated assault with a deadly weapon charge and a possession of methamphetamine charge.  He also had an extensive criminal history including 15 prior arrests in Polk County.

Deputy Sheriff Clint Wofford was monitoring traffic on State Road 60 at around 6:30 p.m. on Monday evening when he recorded on digital radar a motorcyclist driving at 112 mph travelling east bound. Wofford activated his emergency lighting & conducted a U-turn & deactivated his emergency equipment. Wofford noticed the motorcycle slowing and he followed him. The motorcycle turned south onto Golden Bough Road and Wofford followed.

Deputy Sheriff Wofford activated his emergency lights and siren initiating a traffic stop as the suspect pulled to the east shoulder of Glen Saint Mary Road. The suspect drove off the roadway dropping the motorcycle in the soft sand.

Deputy Sheriff Wofford positioned his patrol vehicle near the suspect motorcycle and deactivated his siren.  Deputy Sheriff Wofford exited his patrol vehicle the suspect was moving to the rear of the patrol car.  The deputy observed the suspect lifted his shirt and retrieve a green and black handgun from his waistband.  The suspect then shot at Deputy Sheriff Wofford with the handgun as he (Case) moved to the rear of the patrol unit.  Deputy Sheriff Wofford returned fire causing the suspect to retreat into the orange grove.

Deputy Sheriff Wofford moved to a position of concealment at the intersection of Glen Saint Mary Road and Kimbrel Road.  Case then exited the wooded area and proceeded to the patrol car. The suspect again engaged Deputy Sheriff Wofford with small arms fire.  Case entered the driver seat of the patrol vehicle and attempted get it into gear. Deputy Sheriff Wofford continued to engage the suspect from the intersection of Glen Saint Mary Road and Kimbrel Road. Unable to get the patrol vehicle into gear the suspect returned to his motorcycle.  He attempted to flee on the motorcycle (south on Glen Saint Mary Road) losing control in the soft sand and dropping it again.  Deputy Sheriff Wofford ran back to his patrol car and retrieved his rifle from the truck of the vehicle. Deputy Sheriff Wofford provided with verbal commands to Case to show his hands, which Case did not comply.

The suspect remained on the ground near his motorcycle approximately 45 yards further south of the initial engagement.

Deputy Sheriff Coquyt arrived as a secondary backup deputy.  Deputy Sheriff Coquyt got out with his agency issued ballistic shield and Glock .40 caliber handgun.  The deputies observed a black object in the suspect’s right hand as they approached from the cover of the ballistics shield.  The suspect continued to refuse to comply with verbal commands to produce his hand.  He would occasionally raise his right hand and then put it back down.  He never produced his left hand.

As Deputy Coquyt and Wofford approach they observed the suspect pick up a black handgun and begin to turn it toward them. Both deputies fired their weapons killing Case.

Deputies located a black and green Smith and Wesson Bodyguard .380 handgun on the ground next to case. The firearm had been fired until empty.  An empty six round magazine locked the slide to the rear.  A holster was observed in the front waist band of the decedent.

During the investigation detectives discovered Case fired between 4 and 7 rounds at which point his gun was empty.  A total of 42 .40 caliber rounds and 8 .223 rifle rounds were fired by Deputy Wofford. Deputy Coquyt fired two rounds from his .40 caliber handgun.

“The suspect was speeding over 100 MPH on a motorcycle on highway 60. He had two outstanding warrants-one of which was for a violent felony-and he had been arrested 15 times previously in Polk County. Our deputies protected themselves and shot and killed the suspect. Our message is clear – if you shoot at a Polk County deputy sheriff, prepare to be shot. I am thankful for the safety of our two deputies. We are grateful that nobody else was hurt or killed and we are saddened by the terrible choice made by the suspect.” Grady Judd, Sheriff

Deputy Sheriff Clinton Wofford is 27-years-old and has been employed by PCSO for two years and 4 months. He was hired in January, 2015, as a detention deputy and became a deputy sheriff in January, 2016. Wofford transferred to the traffic unit on May 29, 2017.  Deputy Sheriff Clayton Coquyt is 25-years-old and has been employed for 2 years. He was hired as a patrol deputy in June 2015.

Case has an extensive criminal history to include 8 felony and 18 misdemeanor charges:

The 10th District Medical Examiner’s Office is conducting an autopsy today.

Standard protocol for all deputy-involved shootings will include four independent investigations.  PCSO homicide unit will conduct a death investigation. Administrative Investigations will conduct an administrative inquiry. The State Attorney’s Office will conduct a separate investigation. The 10th District Medical Examiner office will conduct an investigation to determine the cause and manner of death. Per agency protocol the members involved will be on administrative leave with pay during the initial phase of the investigation.
