Lakeland Police Investigate Fatal Crash Involving Pedestrian on Polk Parkway

Fatal Crash Investigation

LAKELAND, FL (February 10, 2020) – On February 10, 2020, at approximately 12:14 p.m., officers responded to a traffic crash involving a pedestrian at 4000 Lakeland Highlands Road, near the Polk Parkway. According to reports, just prior to the crash, a 2006 Ford F-150 was traveling northbound on Lakeland Highlands Road in the inside lane of travel. Abraham Ira Remchuk, age 42, was standing in the roadway near the inside and middle lanes of northbound Lakeland Highlands Road, performing survey work. The operator of the Ford, identified as Bryce Warneke, age 19, advised she looked down momentarily to check her speed and, upon doing so, hit Remchuk with the front passenger side of the vehicle. The force of the impact caused Remchuk to strike another passing vehicle before falling to the roadway. Warneke immediately stopped and remained at the scene.

The Lakeland Police Department Traffic Unit, Polk County Fire Rescue, and the Lakeland Fire Department all arrived on the scene and began to provide life-saving measures. Remchuk was transported to Lakeland Regional Health, where he was declared deceased a short time later. Warneke did not suffer any physical injuries.

Remchuk was a licensed professional surveyor/mapper, and it is unknown at this time what project he was working on or for whom he was performing the work. At the time of the crash, he was standing near his surveyor’s equipment and was wearing orange clothing. There were no warning signs displayed in the area that indicated a surveyor was present, nor were there any safety cones present in the roadway where Remchuk was working.

The roadway was shut down for approximately 3 1/2 hours while the scene was processed for the ongoing investigation. Neither speed nor impairment appear to be an issue in the crash. As with all fatal accident investigations, a toxicology test will be done on the driver.

Kathleen High School Teacher Arrested on One Count DUI

PCSO Press Release:

On Sunday evening, February 9, 2020, PCSO arrested and charged 49-year-old Jeff Gulden of Riverview with one count DUI (M1). Gulden told deputies upon his arrest that he is a teacher at Kathleen High School.

According to the affidavit, around 9:15 p.m., a PCSO deputy on patrol noticed an SUV pulling a camper eastbound on SR 60 in Mulberry – the camper did not have operable tail lights. The deputy conducted a traffic stop, and smelled the odor of alcohol coming from the driver (Gulden). Gulden displayed signs of impairment, including staggering while walking, swaying while standing still, slurred speech, and confusion. There were several empty cans of alcohol within the vehicle.

After Gulden was arrested and transported to the Polk County Jail, he submitted to a breath test. His first breath sample tested at 0.228 blood alcohol content (BAC) and his second breath sample tested at 0.228 BAC. Both samples were over twice the legal BAC limit of 0.08. Gulden stated he felt like he was only at a “0.03 level.”

The camper being pulled behind Gulden’s SUV was confirmed stolen out of Hillsborough County. Please refer any inquiries about that to the Hillsborough County Sheriff’s Office.

There Is No Such Thing As Finders Keepers When It Comes To Someone’s Wallet

How many times have we said there’s no such thing as finders keepers? Quite a bit. But this person evidently thinks if you lose something, too bad so sad.
Our victim had a small wallet on a lanyard and she was at TJMaxx on Jan. 25, 2020 around 5:30 p.m. She noticed it missing and about 20 minutes later the card was used by the woman in the photo at Walmart to purchase a Snickers bar. She then attempted to purchase a cell phone and a bag of Reese’s. That failed.

Duo Paves Their Way To Jail

Last week, Polk County Sheriff deputies arrested 28 year old Brandon Hayes and his “business” partner, co-defendant 25 year old Adam Keel, for grand theft, fraud, failure to secure workman’s comp insurance, and conducting home solicitations without a license. All of which are felonies, except the solicitation charge. Hayes and Keel were spotted by deputies on Gerber Dairy Road in Winter Haven in the work truck you see below, with “Big City Asphalt” on the door, conducting unsolicited paving work at two different houses.

The first victim they approached, they asked for $7,000 cash to pave his driveway. The victim didn’t want the work done, but they wore him down to the point he agreed to pay them $2,000 to pave a portion of it. When we say wore him down, they really aggressively worked on the homeowner – repeatedly calling him and even FaceTiming him. The problem is, the work the suspects actually conducted was way below industry standards – they simply threw down a layer of dirt mixed with some asphalt, and sprayed a coat of diesel fuel over the top it. Now he’s out $2,000. While our detectives were investigating this incident, they found another victim down the road. He paid them $5,500 – they swiped his credit card the same day, and that victim’s money is gone. They did the same shoddy job at his house.

Polk County detectives confirmed with the Florida Department of Insurance Fraud that “Big City Asphalt” does not have workman’s comp insurance – a third degree felony. The suspects admitted (and detectives confirmed) that they do not have a permit to conduct home solicitations in the state of Florida. They told our detectives that they stay in hotels along US Hwy 192 in the Kissimmee area (another common tactic of scam artists like these) and they don’t provide invoices or even contact information to their “customers” so there is no recourse. They admitted to putting a mixture of dirt and asphalt on the driveways and spraying it with diesel fuel, and then overcharging the victims.

Both suspects have bonded out of jail, and our concern is that they might still be up to their old tricks. We don’t want anyone else to get scammed, so please be on the lookout for these two, and their truck.

Hayes’ criminal history includes 2 previous aggravated assault charges, Keel has been arrested for violation of bail bond. They now each have 8 felonies on their records.

Help Winter Haven Police Identify a Man Who Exposed Himself to a 12 Year-Old Girl While She Waited for Bus

Winter Haven Police are asking for the public’s help to identify a man who exposed himself to a 12 year-old girl while she waited for her bus.
On 2/6/2020 at approximately 8 a.m., a 12 year-old girl was at her bus stop in the area of Ave. C NE near Kiwanis Park in Winter Haven. She was the only rider for the bus.
According to the young girl, a thin, dark-skinned black male in his late 30’s to mid-40’s pulled up in an older model mid-size sports utility style vehicle with dark blue faded paint. The girl said when the vehicle stopped, the male opened the driver’s door and pulled back a towel that was covering his lap and exposed himself to her. The male told the girl the he would be back.
The girl ran back to her house where her mom was and the male left the area driving east on Ave. C NE.
At this time, we only have the description of the vehicle. Anyone who might have seen a vehicle matching that description in the area or possibly can help identify the subject is asked to call Detective Rod Esteve at 863-401-2256.

Stealing $5 Bottle of Wine From Wawa Turns into Elbowing an Officer in the Face And Felony Charges

21 Year-Old Facing Felony Charges After Stealing a $5 Bottle of Wine From WaWa
Early this morning (2/7/20) at approximately 3:50 a.m., 21 year-old Tristan Allen (22nd St., SW, Winter Haven) walked to WaWa from Howard Johnson obviously wanting some wine. Allen found the bottle of his choice, stuck it under his arm in an obvious attempt to steal it and walked right out of the doors.
The clerk observed the activity and the direction he walked and called for an officer. Having the description of the subject, Officer Mike Kelley found Allen walking back to WaWa from Howard Johnson. As Allen entered the parking area of WaWa, Officer Kelley stopped him and told him he was being detained for suspicion of theft.
Allen attempted to run and Officer Kelley was able to grab Allen’s arm and escort him to the ground. Allen continued to struggle and elbowed the officer in the face. Officer Kelley was able to gain complete control of Allen and placed him under arrest.
Allen was booked into the Polk County Jail for Resisting an Officer With Violence (F.S.S. 843.01) F-3, Battery on Law Enforcement Officer (F.S.S. 784.07) F-3 and Petit Theft (F.S.S. 812.014) M-2.

I would like to take an opportunity to share my own health journey with you all. Also, I would like to highlight how long it takes to get a proper diagnosis of autoimmune diseases when you don’t fit the average mold. I am 35 years old, and I have multiple autoimmune diseases. My journey wasn’t typical of most, as it took many years to receive the correct diagnosis for my many ailments. It all began when I was nineteen years old, I had contracted a rare eye condition called iritis (inflammation of the iris, the colored part of the eye). That cleared up and all was well, after a visit to a local ophthalmologist. Until a year later when it came back again in the right eye, then the left. Again, it was treated, and all was well, it healed just as it was supposed to. Then a few years later it came back in my right eye and was a little harder to go away, but the ophthalmologist was persistent and finally it healed.

The doctor mentioned something to me that I found rather odd, he said, “I think you may have rheumatoid arthritis (A chronic inflammatory disorder affecting many joints).” I was twenty-one or maybe twenty-two, my first thought was are you crazy. I had trouble with my knee popping out of socket and some low back pain occasionally, but I’m not old, I thought. I never gave it another thought, I assumed he was a bit off to think someone my age could have arthritis. I had several more bouts with this condition over the years off and on, but any time he brought up rheumatoid arthritis I just passed it off.

Fast forward to 2013, I was twenty-eight at the time and as I had mentioned before I had trouble with my lower back. I never received a true diagnosis of what it was, but it started to get worse than ever. Also, my hands and finger joints begun to ache and swell, but it wasn’t until the following year it really began to take a toll on me. I had just finished a job as a waitress, and my eye condition flared again. It was back with a vengeance. It took a long time for it to heal. When my ophthalmologist suggested again, I might have rheumatoid arthritis I told him I thought he was right.

I began to research what rheumatoid arthritis was and my symptoms fit. My primary doctor checked my rheumatoid factor, but it was negative, they suggested I might have fibromyalgia (Widespread muscle pain and tenderness). In my mind that meant it wasn’t anything serious, because I had no idea what fibromyalgia really was, so I went on for a few more years like this. Struggling sometimes to complete even basic tasks like wash my own hair, and needing help dressing when I couldn’t use my hands properly.

After some time, I received a reprieve from my symptoms and decided to go back to school. Not long after I started school my body began waging war. I had a couple episodes where I couldn’t lift my shoulder over my head, my eye flared up again several times, and I got pleurisy (inflammation of the tissues that surround the lungs) it was so painful to breathe.

When school was over, I landed my dream job. Just before I began my job my eye flared up, this time it was keratitis, (inflammation of the clear tissue on the front of the eye (the cornea). Are you starting to notice a pattern with inflammation? Yeah me too!

Once I started working, my body became severely stiff, even when I sat for short periods of time; you can imagine how hard it was to get out of bed. I also had to deal with my feet joints being extremely tender when I first stepped on them in the morning, and sometimes lasted for several hours.

Of course, my eyes continued to decline. The iritis came back again, along with some sight loss. The ophthalmologist couldn’t figure out what was causing the sight loss, he was however, able to figure out that I had severe chronic dry eye. We began treating it with drops which helped, but my eyesight remained where it was. So, I was sent to see a specialist at a major university, and they couldn’t figure out what was causing the sight loss either, other than saying it had to be autoimmune related.

The rheumatologist that was treating me at the time checked for all kinds of autoimmune diseases. My blood work came back negative, and I was officially diagnosed with fibromyalgia. I sadly had to step down from my position and could no longer work due to the pain in my lower back. I was diagnosed with sacroiliitis (inflammation of one or both of your sacroiliac joints) it was very painful to sit in a chair. There were times when it felt like I was sitting on a knife.

My primary doctor and I felt that something else was going on besides fibromyalgia. By this time, I had a significant limp that wouldn’t go away due to inflamed toe joints, back pain, and stiffness. The physical therapist who was treating me recommended that I use a cane which helped tremendously with my mobility.

The following summer I had some skin rashes that just appeared. I went to see a dermatologist and was diagnosed with psoriasis (A condition in which the skin cells build up and form scales and itchy dry patches). I thought we had finally found the culprit for my joint pain, psoriatic arthritis, so I wanted to see a new rheumatologist. Someone recommended one not far from where I live.  I called and made an appointment. She of course rechecked my blood work, and this time my ANA was elevated. I was officially diagnosed with (drum roll please) lupus, rheumatoid arthritis, and fibromyalgia. Medication was started and I am no longer on a cane. The flares still come, but I am better equipped to handle them because I know what the disease is that is causing it.

As far as my eyes go my ophthalmologist sent me to yet another eye specialist who has finally gotten a handle on the situation we still are unsure as to what exactly the primary cause of the sight loss is other than it has to do with my many autoimmune disorders.  I do however have chronic dry eye, nerve damage to my optic nerve, glaucoma, dry spots on my cornea as well as scars, and my latest corneal edema (swelling of the cornea). My eyes are as close to perfect as they will get thanks to a wonderful and dedicated doctor.

I also would like to apologize for the vague descriptions of the diseases mentioned, there is only so much space to write a lifetime of pain. High Winds Cause Damage in Hardee County

High winds across the area are already causing damage to power lines on Highway 62 in Hardee County.

Peace River Electric is showing 238 customers without power in the Fort Green area of Hardee County and 650 customers without power in the Duet area of Manatee County.  Power is expected to be down for several hours while Peace River Electric is out repairing the broken poles.
